Great Hill Solutions seeks a highly motivated Foreign Military Sales (FMS) Program Financial Analyst to support the financial execution, monitoring, and reporting (FMR) of program execution under the International Security Cooperation Program Account (ISCPA) managed by DSCA. The role involves programmatic and administrative support, information management coordination, data analysis, and reporting related to USAI (Ukraine Security Assistance Initiative) and related DSCA-financed activities.

Responsibilities
  • Generate reports within SCMS to ensure programs achieve financial implementation.
  • Monitor ISCPA/USAI Tranche funding levels against overall notified program amounts.
  • Gather, compile, sort and analyze data using Excel.
  • Compile financial execution data for quarterly BPC Report to Congress, Case Closure Report, and other required reports.
  • Enter data in DSMS/DAI to support financial transactions (MORD/MIPRs/IAAs).
  • Update SCMS modules (e.g., MOA Tranche Maintenance) and other inputs as DSCA expands ERP for BPC financial management.
  • Collect data from Implementing Agencies, MILDEPS, and COCOM to complete BPC Funding Packages and related documents.
  • Process BPC Funding Packages, Funds Return Packages, and PYA packages; maintain CFD documentation tracking task status and archiving documents.
  • Develop and maintain SOPs and process maps for BPC; document business rules; update RMIC records as required.
  • Conduct data gathering for BPC cancelling funds/closure reviews and maintain tracking documentation.
  • Review Congressional Notification Packages and archive related documents.
  • Create/Review GT&C documents through G-Invoicing; coordinate for signatures and ensure execution of direct funds agreements.
  • Track MIPRs/IAAs and coordinate monthly reporting with implementers; maintain tracking documentation.
  • Prepare submissions to Information Requests; participate in holding account reconciliations with DFAS.
  • Develop slides/metrics for briefings and contribute to ISCPA financial execution slides for HOTWASH.
  • Analyze financial data and provide recommendations to CFD/CMP and GCD based on findings.
  • Coordinate Emergency Implementation (EI) and post-EI milestones; maintain a database of outstanding case actions and ensure timely completion.
  • Provide weekly updates on new and amended cases; monitor SCIP reports to ensure funding packages reflect correct milestones (FINIMP, Implemented, etc.).
  • Support research/tracking with the program codes that are being cancelled in the current FY.
Requirements and Qualifications
  • Bachelor’s degree in a related field.
  • Minimum three (3) years of experience related to Security Assistance and/or Security Cooperation financial and program management (within the last five years).
  • General skills: strong computer, analytical, and written communication; flexibility and interpersonal skills; project coordination; ability to work with internal management and DoD counterparts.
  • Technical skills: knowledge in financial and project management; understanding of budgeting and appropriations as they relate to program execution; ability to foster positive relationships with DoD Agencies, State Department, Combatant Commands, Joint Staff, and in-country Security Cooperation Officers.
  • Computer skills: MS Office (Outlook, Word, Excel, PowerPoint); proficiency in Excel for data evaluation; familiarity with DSAMS and SCIP; experience with DoD financial systems (DAI, DIFS, MILDEP ERP systems).
  • Advanced experience in security cooperation areas and programs (e.g., BPC) and experience with USAI, LOA financial management, budgeting, and process improvements is preferred.
Desired Qualifications
  • Active Top Secret clearance.
