Position: Program Manager (Top Secret Clearance) with Security Clearance
Zachary Piper Solutions is seeking a Program Manager to support a high-visibility Department of Defense modernization initiative in Arlington, VA . The Program Manager will bring strong experience supporting senior executive leadership, managing complex taskings, coordinating cross-functional efforts, and driving program execution within a fast-paced national security environment. This position is 100% onsite in Arlington, VA! Responsibilities of the Program Manager include:
* Support Executive Leadership by serving as a key advisor and operational partner to senior government leadership
* Manage Program Operations, ensuring priorities, deliverables, and organizational objectives remain aligned
* Coordinate Action Items across multiple stakeholders, maintaining visibility into milestones, risks, dependencies, and deadlines
* Facilitate Staff Coordination efforts across DoD organizations, executive offices, and program teams
* Develop Executive Communications including briefing materials, talking points, decision papers, executive summaries, and leadership updates
* Produce Reporting Materials such as status reports, dashboards, trackers, and executive-level presentations
* Plan and Execute Meetings, leadership engagements, working groups, and strategic planning sessions
* Maintain Documentation including SOPs, action trackers, governance records, schedules, and process documentation
* Draft and Review Correspondence to support executive decision-making and organizational communications
* Support Workforce Operations including onboarding, access coordination, staffing actions, and organizational readiness activities
* Track Organizational Actions and maintain accountability for executive taskings and suspense items
* Drive Operational Efficiency by identifying process improvements and resolving programmatic bottlenecks
* Ensure Compliance with organizational policies, governance requirements, and mission objectives Qualifications of the Program Manager include:
* 10+ years of experience supporting executive leadership, program operations, or strategic initiatives within the DoD or federal environment
* Top Secret Clearance Required

* Direct experience supporting Senior Executive Service (SES), Flag Officer, General Officer, or equivalent senior leadership
* Strong DoD staff coordination experience and understanding of Pentagon-level processes and organizational structures
* Proven experience managing multiple high-volume taskings, action items, and operational priorities simultaneously
* Exceptional executive communication, briefing development, and technical writing skills
* Experience developing executive correspondence, reports, presentations, and decision-support materials
* Advanced proficiency with Microsoft Office Suite, particularly PowerPoint and Excel
* Strong organizational skills with the ability to manage competing priorities in a high-tempo environment
* Experience developing SOPs, trackers, governance documentation, and operational processes
* Excellent stakeholder engagement, collaboration, and relationship management skills
* Active Secret clearance required
* Bachelor's degree required

Preferred Qualifications:

* Experience supporting AI, cybersecurity, digital modernization, cloud, data, or emerging technology initiatives
* Experience supporting CDAO, OSD, Joint Staff, or other enterprise-level DoD organizations
* PMP or related program management certification
* Familiarity with RMF, cloud environments, or federal technology programs Compensation for the Program Manager includes:
* Salary: $130,000 - $165,000
