Strategic Policy Support Analyst

General Description:
Strategic Policy Support Analyst assist with facilitating and providing strategic analysis for projects, strategic planning support, analyses, reports, and program/planning support services.  

Specific Tasks:
• Provide strategic planning support services for National Guard Bureau (NGB) J32 requirements with regard to planning, analysis, and documentation.
• Conduct assessments of changes to the international political-military environment and the potential impacts on DoD and USG directed efforts to counter global drug trafficking and other illicit threat network activities that threaten U.S. national security interests.
• Analyze national security policy related to DoD National Drug Control Program objectives, identify stakeholder equities, and assist USG personnel in developing responsive CD/CTOC programs in coordination with other OSD offices, the Joint Staff, CCMDs, Military Departments, Defense Agencies USG Intelligence Community, other USG Departments, and U.S. and foreign law-enforcement partners.
• Assist in developing short- and long-term project plans, identifying resources and developing schedules and methods for measuring results; analyze planning issues and recommend course of action, project future counterdrug resource allocation through th study and analysis of driving forces (threat, customer needs, emerging technologies internal/external micro- and macroenvironments, and provide business recommendations involved strategic plans development.
• Facilitate and provide strategic analysis for projects, analyze illicit drug trafficking trends and provide recommendations for appropriate counterdrug mission and congressional inquiries responses; facilitate future program reorganization, analyze market trends/conditions, and technological advances to develop solutions for response to illegal drug activities; assist with creation, submission and implementation of State Plans strategy and provide threat-based analysis of Counterdrug strategic plan.
• Provide expert guidance, prepare strategic planning documentation and assist on all related strategic planning documentation and correspondence.  
• Coordinate all project activities, plan and execute project management requirements, provide expertise in cross-functional project management approaches and techniques collaborating closely with business and business owners, stakeholders, and application teams while facilitating day-to-day management of all phases of projects.
Position Requirements
Bachelor,   9 to 10 Years work experience
Education:
• Possess a bachelor’s degree from a college or university accredited by an accrediting body recognized by the U.S. Department of Education.   

Experience:
• At least 10 years of specialized experience analyzing data, developing recommendations, measuring results, and communicating effectively both orally and in writing by preparing and presenting reports on program funding models to Senior National Guard Leadership and members of Congress.
• At least 10 years of specialized experience coordinating multi-agency assessments of supply reduction strategic outcomes involving liaison with Senior Executives of the USG, determining data needs, developing data query language for collection, and presenting findings both orally and written at the Senior Executive level.
• At least lease 10 years of specialized experience researching relevant laws, policy, and regulations governing the National Guard counterdrug program.
• One (1) year of full-time specialized experience which demonstrates working knowledge of the National Guard's Threat Based Resource Model.

Knowledge:
• Must possess the ability to communicate effectively with senior management regarding highly technical issues related to national security and to perform a variety of tasks to assist with strategic-level analysis.
• Demonstrate prior knowledge, experience and capabilities for the successful execution of tasks associated within each specific duty position/focus area assigned.
