The Department of Health Care Policy & Financing (HCPF) oversees Health First Colorado, the Medicaid Program, and Child Health Plan Plus (CHP+), among other state public health programs for qualified Coloradans. Position:
Enterprise Solutions Integration (ESI) Work Requirements Business Analyst – ESI Division, Health Information Office (HIO)

The ESI Division of HIO manages the design, integration, and certification of all systems and interfaces within Colorado’s Medicaid Enterprise System (CMES). It ensures interoperability, data accuracy, and federal compliance across CMES modules, including eligibility, claims, provider, and analytics processes. The division implements technology solutions supporting new CMS policy mandates, such as Medicaid Work Requirements, to keep programs compliant, efficient, and member‑focused.

Onboarding and Work Arrangements

The department offers hybrid and flexible work arrangements. On the first day, equipment provisioning and certain onboarding tasks will take place in person at our downtown Denver office.

What You’ll Be Doing as ESI Work Requirements Business Analyst
  • Serve as the department’s business and systems authority for CMES behavior, interface design, and data integration, ensuring policy intent is correctly operationalized in technical solutions supporting Medicaid Work Requirements compliance.
  • Apply knowledge of Medicaid and CHP+ operations, CMES integration and eligibility systems, MITA 3.0 standards, and CMS guidance to translate policy and operational requirements into clear business, functional, system, and interface requirements, validating correct implementation of business intent.
  • Lead the design for interfaces supporting ex‑parte and verification processes, defining when, why, and how systems exchange information to support accurate eligibility determinations; review and validate design documents for traceability to approved requirements.
  • Lead requirements elicitation and review activities, including business process mapping, functional specifications, interface requirements, and testing artifacts, serving as the primary interpreter between policy, operations, and technical teams.
  • Work with policy and eligibility operations teams to confirm functional specifications reflect the intent of Medicaid Work Requirements system requirements.
