TITLE:

Property Tax Technician

PURPOSE OF CLASSIFICATION
Performs clerical work associated with providing customer service, processing tax-related documentation, and receiving tax payments.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Processes a variety of documentation associated with taxes or other department activities, within designated time frames and per established procedures; distributes documentation or retains records as appropriate.

Provides customer service at the counter and by telephone; assists with all aspects of filing for various exemptions; provides assistance and information related to department procedures, forms, fees, payments, or other issues; responds to routine questions, complaints or requests for service; researches problems and initiates problem resolution.

Calculates various taxes, interest, penalties, and fees; calculates property tax estimates.

Receives moneys in person or via mail in payment of property taxes, mobile home taxes, delinquent taxes, or other taxes, fees, or services; records transactions and issues receipts; posts payments to appropriate accounts; receives, balances, and posts large payments from mortgage companies; balances cash drawers; forwards revenues as appropriate.

Receives and processes homestead exemption applications; registers new owners for regular or school exemptions; verifies each homestead card against computer printout for accuracy; removes/adds exemptions as appropriate; prints/mails new homeowner letters for property owners to inform them of exemptions; encodes and verifies homestead exemptions; prepares property tax return documents for tax assessor’s office.

Processes property tax returns; verifies accuracy of data; processes changes in ownership or declared value as appropriate.

Verifies proper recording of property deeds; explains fair market values, calculation of tax amounts, tax deadlines, and billing dates.

Processes file maintenance forms for personal property and real property owners to change data in computer system.

Prepares tax bills for mailing; pulls bills which require correction; pulls bills with multiple property owners for separate mailings.

Processes bulk mail outs of bills, homestead notifications, or other documentation; separates mail by zip code; condenses mail trays and follows postal service guidelines for labeling presorted mail.

Researches returned tax bills and other returned mail; contact property owners and investigates incorrect mailing addresses, property ownership, and homestead discrepancies; makes necessary corrections and re-mails bills.

Mails to mortgage companies reports listing all taxpayers on record for whom the mortgage company holds escrow accounts. Assists with collection activities for current and delinquent accounts; researches delinquent tax bills.

Separates and sorts into legal order all property tax returns and homestead cards; places property tax returns in binders and labels accordingly; removes prior year returns and replaces with current year returns; sets up deleted homestead cards in legal order and places in storage.

Separates county digest and places in binders; labels each book with either legal description or alpha description; removes prior year digests and replaces with current digest upon mailing of tax bills.

Assists mobile home department in organizing/mailing property bills for mobile homes; assists mobile home customers with registration of new/used mobile homes; assists in issuing decals, processing registration paperwork, and receiving payments for mobile homes.

Prepares or completes various forms, reports, correspondence, file maintenance forms, homestead exemption cards, tax bills, bill releases, or other documents.
