Position Summary

Under the general direction of the Finance Director, the Billing Services Supervisor, and the Lead Billing Services Clerk, this position performs a variety of administrative and customer service duties related to the City’s utility billing operations. Responsibilities include processing service orders for water, sewer, and refuse customers; preparing final and special billings; creating work orders for service personnel; and calculating routine billing adjustments.

The position also assists with accounts receivable collections, updates meter reading records, and helps address customer questions or concerns related to utility services. When necessary, customer complaints are referred to the Lead Billing Services Clerk for further review. The employee uses a variety of office equipment and technology, including computers, calculators, copy machines, postage meters, and two-way radio communication.

Essential Duties and Responsibilities
  • Processes service orders and investigation orders for customers, including service re-connections, service disconnections, meter changes, and name and address changes.
  • Evaluates customer complaints and refers customers to Lead Billing Services Clerk for resolution of complaints.
  • Reviews and researches customer accounts for accuracy and informs customers of the status of their accounts.
  • Types and files letters, reports, and similar documents.
  • Prepare final billings; compute deposit refunds and interest due; compute routine adjustments to water and /or sewer bills according to established procedures.
  • Prepares information for meter reader sheets.
  • Enters billing service data into the computer and prepares customer bills.
  • Operates copy machine, computer equipment, postage meter, calculator, and related office equipment.
  • Operates a two-way radio.
  • Collects, processes, and deposits utility payments and other cash receipts.
  • Performs related duties as required or assigned.
Supervisory and Administrative Responsibilities
  • Knowledge of proper telephone etiquette and ability to effectively communicate in a courteous, tactful, and diplomatic manner.
  • Ability to maintain a courteous, pleasant disposition while serving a large number of customers daily.
  • Ability to prepare and compile departmental data for use in various types of reports.
  • Ability to work independently, confidentially, and efficiently without direct or continued supervision.
  • Ability to maintain effective working relationships with the general public, coworkers, and management.
  • Ability to operate standard office machines accurately and efficiently.
  • Requires knowledge of computers, specifically the Windows Operating System, and computer programs, such as Microsoft Office, Excel, Word, the Internet, and e-mail programs.
Qualifications Education
  • Requires knowledge, skill, and mental development equivalent to the completion of four years of high school.
  • Requires the ability to pass the Adult Basic Education Test.
Experience
  • Prior customer service experience in person and by telephone with a wide range of general public clients, preferred.
  • Requires the ability to handle multiple tasks.
  • Requires the ability to organize duties and produce results in a timely manner.
  • Requires good communication skills, both written and verbal.
  • Requires knowledge of the function, organization, and operation of City Government.
  • Requires the ability to successfully pass a background security and credit check.
  • Requires knowledge of modern office procedures and practices.
  • Requires knowledge of the operation of a calculator, computer, fax machine, and copier.
Work Schedule

This position is part-time, with approximately 1,000 hours annually, and may transition to full-time based on the City’s needs and employee performance. Full-time positions work 8 hours per day, 40 hours per week. For part-time status, weekly hours will be determined by supervisory personnel. The standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.

Physical Requirements
  • Occasional walking, reaching, bending, and lifting or carrying objects under 25 pounds requires the ability to sit for extended periods of time.
  • Use written sources of information, e.g., read reports, procedural documentation, and reference materials.
  • Perform detailed work requiring visual acuity.
  • Use non-verbal auditory sources of information, e.g., alarms, beeping, alerts, and door chimes.

Residency Requirement

All employees shall reside in either Jefferson County or a County adjacent to Jefferson County, including any of the following:
Marion, Wayne, Hamilton, Franklin, Perry, or Washington, as their principal place of residence, within six (6) months of hire.
