Job Description

JOB OBJECTIVE: Performs highly complex (senior-level) managerial work overseeing and completing statewide financial reporting, appropriation management, and compliance activities for the agency. Work involves directing and managing critical finance functions including Annual Financial Report (AFR) preparation, Legislative Appropriations Request (LAR) development, fiscal note analysis, appropriation control, and oversight of petty cash and treasury-related activities. Ensures compliance with Generally Accepted Accounting Principles (GAAP), Texas Comptroller requirements, Legislative Budget Board (LBB) guidance, and applicable state and federal laws.

Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

1. Leads preparation and submission of the agency's Annual Financial Report (AFR), including note disclosures, reconciliations, and financial statement preparation to support the AFR.

2. Leads development and coordination of the agency's Legislative Appropriations Request (LAR), including exceptional item request, performance measures, and strategic budget planning.

3. Reviews and analyzes proposed legislation and prepares fiscal notes.

4. Monitors appropriation balances and controls to ensure expenditures remain within authorized funding levels and legal authority.

5. May assist in coordinating appropriation strategy and funding utilization across agency divisions

6. Oversees petty cash accounts and related internal control procedures.

7. Develops and implements internal controls and financial reporting procedures.

8. Coordinates year-end close activities and statewide reporting deadlines.

9. Reviews and approves complex reconciliations, financial reports, and analyses.

10. Assists in providing executive leadership with strategic financial analysis and reporting.

11. Assists with oversight of compliance with state accounting policies, procedures, and reporting requirements.

12. Supervises accounts payable staff.

13. Assists in coordinating responses to audits, financial reviews, and oversight agencies.

14. Develops executive-level budget and financial reporting tools and dashboards.

15. Reviews and approves budget adjustments, transfers, and appropriation documents.

16. Develops and maintains policies and procedures related to appropriation control and financial reporting.

17. Performs related work as assigned

NON-ESSENTIAL DUTIES:

Qualifications:

QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met):

• Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, or a related field;

• Minimum six years of progressively responsible experience in governmental accounting, financial reporting, budgeting, or finance management;

• Experience preparing or overseeing Annual Financial Reports (AFR), Legislative Appropriations Requests (LAR), fiscal notes, and appropriation control activities;

• Experience with Texas state government financial operations;

• Experience using CAPPS, USAS, ABEST, and related statewide financial systems;

• Experience supervising professional staff;

• Ability to maintain the security or integrity of the agency's financial systems and critical infrastructure;

• Valid Texas driver's license, acceptable driving record, and ability to drive a state vehicle; and

• May travel up to 10% of the work period.

PREFER:

• Master's degree in accounting, Business, Public Administration, Computer Science, Computer Information Systems, Management Information Systems, or a closely related field;

• Experience presenting financial information to executive leadership or legislative stakeholders;

• Experience developing executive-level financial dashboards and reports.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of state appropriations processes and legislative funding structures;

• Knowledge of AFR preparation, LAR development, and fiscal note analysis;

• Knowledge of governmental accounting principles, GAAP, GASB, and state reporting requirements;
