Education Specialist III

Under the limited supervision of the Clinical Chemistry (CC) Group Manager, performs highly complex (senior-level) consultative services, technical assistance, and advanced public health work in the laboratory testing services for the Texas Health Steps (THSteps) and HIV/STD Programs. Responsible for overseeing, planning, developing, coordinating, and implementing education, outreach, training, evaluation, communication, and marketing activities related to Clinical Chemistry testing, including changes in analytical testing services, reduction of unsatisfactory specimens, healthcare provider use of DSHS CC remote access data services, and other clinical chemistry related topics. Evaluates CC laboratory activities to identify successes, gaps, barriers, and opportunities; recommending corrective actions, developing action plans, and monitoring progress, to improve effectiveness and efficiency. Provides consultative services to program staff, the general public, stakeholders, and public health facilities staff, including but not limited to physicians, nurses, midwives and hospital staff. Serves as a Clinical Chemistry Program subject matter expert. Supports the creation of a laboratory-wide safety culture by serving as a liaison to the Safety Office to ensure a healthy and safe workplace.

Highly advanced verbal and written communication skills required. Duties are independently performed with considerable latitude for use of initiative and independent judgment.

Essential Job Functions:

EFJ #1 (35%) Education: Oversees, coordinates, leads, and collaborates with program staff to plan, develop, and implement processes and materials to increase public and provider awareness, understanding and compliance with the THSteps and HIV/STD programs including laboratory procedures. Develops presentations and presents information about CC requirements and procedures. Maintains and updates CC laboratory website content and accuracy. Performs regular review of CC laboratory website, documents, forms, and other stakeholder resources. Identifies gaps and needed changes and coordinates with the laboratory, THSteps, and HIV/STD programs, as appropriate, to develop and implement improvements or new initiatives and resolve problems. Oversees and conducts onsite and remote training for healthcare facilities, program staff, and the general public on requirements of healthcare providers and the agency. Coordinates and conducts tours of the CC laboratory. Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.

EJF #2 (15%) Customer Service: Serves as the CC Laboratory subject matter expert and the initial main point of contact for submitters requesting assistance. Monitors CC lab email box for customer questions and requests, providing answers or forwarding to appropriate specialty area as needed. Serves as a resource on the CC lab policies and procedures. Facilitates and processes special projects and routine requests associated with CC specimens. Assists with the development of program procedures and manuals for the CC Group, THSteps, and HIV/STD programs in accordance with program objectives and goals.

EFJ #3 (25%) Safety Coordination: Collaborates with the Safety Office and serves as the Group's Safety Coordinator. Enforces safety policies and participates in Safety Coordinator/Safety Committee meetings, CDC online trainings, and trainings organized by the Safety Office. Collaborates with Group Manager and/or Team Leaders to monitor compliance and identify safety issues. Conducts clinical chemistry specific safety training for current and new employees as well as new procedures. Ensures continual observation of area to minimize the risk of job-related activities and monitors operations to eliminate hazardous activities. Requests information and clarification on safety requirements from Safety Office prior to changing or implementing new procedures. Ensures the required safety and health documents, periodic inspections of all safety equipment, and other safety measurements are complete and up-to-date. Assists Safety Office in accident investigation and proposes corrective actions.

EFJ #4 (15%) Program Assessment: Assesses program activities, procedures, related internal and public documents, and outreach activities to ensure program compliance with statute and policy regarding THSteps and HIV/STD testing. Conducts surveys and evaluates data to determine provider compliance with legal requirements and agency policies. Collects and analyzes data, monitors results, and prepares reports related to CC laboratory and provider performance, and effectiveness of educational activities. Evaluates findings on submitter unsatisfactory specimen rates to determine efficacy of unsatisfactory specimen reporting procedures and submitter focused corrective action initiatives. Extracts, analyzes and reviews Laboratory Information Management System (LIMS) database reports regarding healthcare provider performance and identifies needs for education and outreach. Serves as a backup to the LIMS coordinator by assisting in developing and/or preparing data extracts and reports from the LIMS. Oversees, guides and participates in the development of informative materials and DSHS distribution methods and procedures to minimize specimen rejection. Coordinates the review and evaluation of guidelines, protocols, literature, and trends of clinical chemistry specimens and accurate demographic information collection. Identifies gaps and needed changes and coordinates with program staff (laboratory, THSteps, and HIV/STD) to recommend program initiatives, develop plans, resolve problems and lead activities to improve performance.

EJF #5 (10%) Outreach: Coordinates the marketing and training for Clinical Chemistry programs initiatives and coordinates outreach services. Analyzes and reviews Laboratory Information Management System database reports regarding healthcare provider use of Remote Data Services (RDS). Coordinates and collaborates with program staff in planning, development, implementation, analysis, and documentation of marketing and training efforts to expand provider interest and use of RDS services. Monitors and analyzes CC RDS activities to identify, report and monitor system design problems and solutions. Serves as a program resource for CC RDS procedures. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:

Prefer Medical Laboratory Technologist certification

Prefer Phlebotomy certification Initial Selection Criteria:

Earned a bachelors, masters, or doctoral degree in a chemical, physical, biological or clinical laboratory science, or medical technology from an accredited institution, or

Earned an earned associate degree in a chemical, physical or biological science or medical laboratory technology from an accredited institution, or

Experience and education may be substituted as defined by the Clinical Laboratory Improvement Amendments and the College of American Pathologists.

Prefer Registered Medical Technologist (MT, MLT) in either ASCP, AMT

Prefer phlebotomy certification.

Prefer a minimum of 4 years working in a clinical laboratory.

Prefer experience in the following:

* Pre-analytical such as but not limited to phlebotomy
* Clinical Laboratory Testing including but not limited to the following:

o Hematology

o Blood lead

o Serology

* Customer Service
* Educator/Training
* Presentations
* Laboratory technology and instrumentation
* Data Management - spreadsheets, Laboratory Information Management System, and software applications (such as MS Office Outlook, Word, Excel, PowerPoint, etc.)
* Safety

Additional Information:

Persons wearing a cardiac pacemaker must be aware that this position involves working in an environment with equipment which emits strong magnetic fields.

Hepatitis Risk - High. Required Hepatitis B and Tetanus/Diphtheria immunizations are provided. Compliance with DSHS Laboratory Exposure Control Plan required: vaccine requirements are consistent with current Advisory Committee on Immunization Practices (ACIP) recommendations and other national guidelines for employee groups based upon job duties and tasks.

Must wear provided personal protective equipment including face shield, gloves, laboratory coat, and safety glasses, as required by testing/safety procedures.
