Under general direction of the Immunization Director, performs complex managerial work overseeing the daily operations of the Vaccine Data & Finance (VDF) group. Ensures coordination on the Immunization federal grant applications and budget revisions, oversees the completion of grant and legislative reporting requirements of VDF, and provides direction in the planning, implementation, and monitoring of grant work plans activities assigned to VDF.

Manages day-to-day activities and develops timelines, priorities, and standards to ensure effective programs and services. Plans, assigns and supervises the work of program staff. Develops employee work schedules consistent with programmatic priorities and standards and ensures accomplishment of specific and workgroup performances. May represent the Immunization program at meetings, conferences, legislative hearings, and public committees. Works under limited supervision of the Immunization manager with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(30%) Manages and oversees the operations of the Vaccine Data & Finance (VDF) Group. Oversees preparation of vaccine budgets and progress reports as well as management and productivity reports including legislative performance measures for both children and adult vaccines. Ensures compliance with federal and state Immunization program requirements are met. Responsible for vaccine distribution in Texas as determined by the Immunization program. Identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and oversees the implementation. Develops guidelines, policies, policies, rules, and regulations and implements them to ensure compliance with the federal grant and State Auditor's Office requirements. Develops schedules, priorities, and standards for achieving goals and directs the evaluation activities for the VDF. Oversees regional and local health department implementation of vaccine management activities and provides technical guidance on related issues. Provides overall direction to and is responsible for carrying out activities and preparing reports to state and federal level staff. Oversees investigations into vaccine distribution and vaccine accounting discrepancies. Oversees investigations that result from findings during quality assurance activities and refers Medicaid fraud cases appropriately.

(30%) Supervises VDF staff, including hiring, orientation, completion of performance evaluations, positive and disciplinary performance, work schedules, staff training and development. Develops program-level policies and procedures, and plans and assigns the work of program staff. Identifies needed areas of change and makes recommendations to improve operations. Responds to requests for information about agency related management concerns, such as travel, staffing and budget. Guides the professional development of VDF staff. Fosters teamwork and communication internally and externally.

(20%) Using data and results of analyses identify and prioritize unmet immunization needs and measure immunization rates of health care providers in Texas Vaccine for Children (TVFC) and Adult Safety Net (ASN). Coordinates planning and activities with the Vaccine Operations Group (VOG) to meet Texas Vaccine for Children Program and the Adult Safety Net. Works collaboratively with the VOG manager to identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and oversees the implementation of grant and program requirements.

(15%) Represents Immunizations, VMG and DSHS at legislative hearings, meetings, conferences, and seminars or on boards, panels, committees and workgroups at the state, regional, and national level. Provides input, evaluation, review and assessment of program and policy developments. Makes presentations to groups with varied backgrounds, education, and experience. Provides appropriate and high quality materials as briefings and handouts. Oversees presentations prepared by program staff to assure quality and accuracy of information presented. Represents the state at national meetings that impact policy and procedures for immunizations.

(5%) Provide support to disease outbreaks as required. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternative shift pattern.

Registration or Licensure Requirements:

None Initial Selection Criteria:

* Graduation from an accredited four year college or university required, with major course work in Accounting, Business, Finance, or in a field relevant to the position is preferred.
* Experience in a supervisory role of a financial program is preferred.
* Previous work with relational databases in manipulating, analyzing and visualizing data sets.
* Experience using analytic software, SAS preferred.
