Job Description

This individual is a member of the New Beginnings, Inc. Leadership Team and coordinates the accounting department activities for New Beginnings, Inc. through establishment, recommendation, and implementation of policies and procedures; financial analysis; and preparation of required budgets and reports.


  • Recommending, establishing, communicating, monitoring, and evaluating required accounting procedures and controls; coordinating administrative procedures manual.
  • Ensuring and monitoring the timeliness and accuracy of the day to day operations such as processing of invoices, check requests, and other reports as necessary.
  • Preparation of the following budgets on an annual basis: internal Management Budget, ACC Board Budget, Capital Budget, DHR Budget, and DHMH Contract Budget Renewals and Modifications. Responsible for initiating budget processes by setting up meetings with/requesting information from the Program Directors.
  • Reviewing and analyzing Statement of Support Revenue and Expenses and general ledger; preparing monthly projection of revenues and expenses for the fiscal year; monitoring operating performance in comparison to the budget.
  • Monitoring accounts receivable and other balance sheet accounts. Providing regular accounting of fund balances.
  • Monthly distribution of General Ledger reports to budget managers and responding to all related questions
  • Monthly general ledger account reconciliations
  • Prepare and record monthly journal entries
  • Ensuring that rates paid by the State are appropriate and ensuring that the cost report accurately reflects our financial position. Understanding the Prospective Payment System and how our rates are determined; monitoring client indicator ratings to ensure maximized PPS revenues
  • Authorizing selected invoices (e.g. routine, pre‐approved by Site Managers).
  • Preparing applications for government grants and bonds.
  • Initiating billings related to State funding contracts (new and renewal) and monitoring the related payments.
  • On a regular basis, communicating to the Administrator any information which might aid in the optimal allocation of resources.
  • Serving as liaison between Accounting and Program Directors; communicating with the Program Directors on relevant financial issues, to include distributing relevant statistical information and analyses which have been developed.
  • 1Keeping abreast of all government regulations and procedures as they relate to the Accounting function.
  • To assist director in responding to civil and governmental charges regarding New Beginnings, Inc. services.
  • Deduction from employee wages (i.e. court garnishments, speed light cameras, tolls, parking violation, tickets)
  • Collects, reviews, and processes employee time sheets and payroll
  • Maintains records of Family Medical Leave in compliance with Federal regulations and based on New Beginnings, Inc. policy and procedures and initiates appropriate documentation.
  • Completing other projects as assigned.
  • Physical and Intellectual Qualifications:

    This position requires a Bachelor's Degree in Accounting and four years of accounting experience with some previous supervisory experience. A CPA or an MBA is preferred. Further requirements are an excellent working knowledge of Sage, good oral and written communication skills, as well as problem solving skills. The ability to supervise, delegate, and guide are also required in this position. Strong organizational and time management skills are needed as well. This position requires sitting 80% of the time and viewing a computer screen 80% of the time. This position may be stressful at times.


    The primary responsibilities of this position are to supervise the accounting staff, serve as the contact for the New Beginnings, Inc. Accounting Department, prepare budgets, monitor financial performance, and to coordinate all the accounting duties necessary to operate accurately and efficiently on a day‐to‐day basis. This position also requires the use of independent judgement, discretion, and the ability to make decisions.
