Overview
The State Highway Administration (SHA) is recruiting an Assistant Section Chief (Transportation Engineer V) at the Baltimore City office. This position is open to anyone who meets the minimum and selective qualifications and is classified as a position specific recruitment.
Nature of WorkAs an Assistant Section Chief, you will manage the daily operations of the approximately $800 million Federal Aid Program, provide guidance on apportionments and obligation authority for federal and state highways, review and coordinate federal agreements, and supervise professional employees. You will use federal and state reports to evaluate project financial status and communicate recommendations to senior management and the Federal Highway Administration (FHWA).
Responsibilities- Assist in managing the SHA Federal Aid Program and oversee project and program offices.
- Review, coordinate, and obtain federal agreements for all phases of highway construction.
- Supervise, plan, organize, coordinate, assign, and evaluate the work of professional employees.
- Analyze daily status, evaluate financial status, and communicate recommendations to FHWA and other stakeholders.
- Bachelor’s degree in engineering from an accredited college or university.
- Five (5) years of professional engineering experience.
- Three (3) years of finance management experience, including review, evaluation, budgeting, project management, or consultant task management.
- Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate professionals.
- Ability to perform financial analysis of project expenditures.
- Ability to communicate effectively and prepare technical reports for senior management.
- Ability to establish and maintain effective working relationships with employees, consultants, representatives of other agencies, and the public.
- Knowledge of federal and professional transportation principles, practices, and regulations.
- Experience managing a Federal Aid Program related to the FHWA.
