Headquartered in Downtown Houston, the Golden Pass LNG organization expects to double in size over the next several years as we complete the project, commence natural gas trading activities, and ramp up towards full LNG production. Once full operations commence, Golden Pass LNG will become the second largest consumer of natural gas in the US and produce more than 200 cargos of LNG per annum.

Job Summary / Purpose

The Environmental Air Advisor will be responsible for supporting the Golden Pass Plant comprised of Export & Import terminal facilities, and Liquid Natural Gas (LNG) Liquefaction Trains. The role will also support the Pipeline Facilities along the 69-mile Golden Pass Pipeline. This person will be responsible for monitoring, recording and reporting Plant & Pipeline environmental air impacts. This is a highly technical role that requires someone with substantial regulatory reporting experience.

Essential Duties / Functions

* Responsible for daily compliance assurance with conditions of multiple TCEQ and LDEQ air permits including Federal Title V Operating Permits.

* Point of contact for Operations and Maintenance teams with regard to air permit and regulation questions.

* Responsible for the compliance testing of all equipment required by facility air permits to include coordination with testing contractor(s), regulating agency(ies) and the submission of pre and post test agency submissions.

* Monitoring of Data Acquisition System (DAS) for various process equipment linked to Continuous Emissions Monitoring Systems (CEMS) necessary for compliance reporting.

* Act as point of contact for regulatory agencies during application and audit processes.

* Monitoring of emissions and operating data necessary to maintain compliance with Title V and NSR permits including daily checks of process, pollutant emitting equipment and controls for permit compliance and reporting any observations to Operations.

* Reporting to Environmental & Regulatory Supervisor of any air permit exceedance, need for deviation reporting, review of all environmental events logged into the Golden Pass event tracking system for potential reporting and collection of data necessary for the development of routine internal reporting.

* Assist with oversight of LDAR programs for natural gas pipeline and LNG facility across different regulatory jurisdictions (LA & TX).

* Responsible for documenting Maintenance, Start-up, and Shutdown (MSS) activities in accordance with permit and regulatory requirements.

* Development and submission of routine air compliance reporting (i.e., deviation reports, emission inventory, etc.).

* Assist with coordination of Cylinder Gas Audits and Relative Accuracy Test Audits (RATA) on all CEMS, including agency pre-test notifications and final test reports.

* Monitoring and reporting in accordance with facility Greenhouse Gas (GHG) permit and associated federal regulations (40 CFR Parts 98 and 99).

* On-Call rotation duties.

* Identify potential use of TCEQ Permit By Rule (P ) and/or LDEQ equivalent regulations permit as needed.

* Environmental reviews of Management of Change (MOC).

* All other air compliance tasks required by facility permits or applicable regulations (via Golden Pass electronic tracking system).

Minimum Requirements

Minimum education required of the position:

* Bachelor's degree in related fields (Environmental Science or Engineering).

Minimum experience required of the position:

* 7+ years of experience in an environmental role of similar responsibility with chemical, or oil and gas industry preferred.

* New operations design, start-up, and / or turnaround experience is a plus.

Minimum knowledge, skills and abilities required of the position:

* Work in a face-paced environment with evolving business demands and multiple priorities.

* Able to facilitate progression of a team through complex analysis or reviews leveraging effective interpersonal and communication skills.

* Leadership skills in being able to input individuals into a functional team without direct authority.

* An acute sensitivity to safety issues in a hazardous environment.

* Exceptional written, verbal and interpersonal communication.

* Able to work with all levels of the organization who cover the range required to engineer, operate and maintain the LNG terminal and Liquefaction production facilities.

* Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.
