The Chief Quality Officer (CQO) provides executive leadership in creating the strategic direction for an effective culture of safety and continuous improvement at Boston Medical Center. Acting as a champion and mentor for quality and patient safety, the CQO develops and executes a strategy for Boston Medical Center to be a leader in quality and safety. In order to achieve high-reliability outcomes, the CQO provides clinical leadership for the integration efforts of quality and safety, promoting collaboration across all interdisciplinary healthcare roles.

Accountable for setting targets and attaining quality and safety goals for BMC, this position leads collaborative safety and quality, initiatives across BMC including incident mitigation strategies and partnering with healthcare staff to produce positive, measurable results in practices and leading and lagging metrics. Proactively communicates internally and externally to educate team members and patients about quality and safety initiatives. Employs industry-leading methods in collaboration with informatics, providers, front-line clinicians, and other key stakeholders to achieve improved clinical outcomes across BMC.

Fosters effective partnerships with leaders in the Clinical Departments and Sections, Population Health, Medical Affairs, Nursing, Finance, Human Resources, Legal Department, Marketing/Communications and Operations. Engages in communications with clinical leadership, boards, regulatory bodies, and external media from a quality and safety experience across all of Boston Medical Center. Ensures compliance with accreditation and regulatory requirements at the national, state, and local levels, and develops and maintains procedures necessary to meet regulatory requirements.

Key Responsibilities:

* Leads implementation of quality and safety initiatives across Boston Medical Center. Develops and reinforces standards to sustain a culture of continuous improvement across BMC. Represents BMC in national forums on quality and safety.

* Primary accountability for integrity and validation of quality, patient safety, and for internal and external reporting purposes. Ensures that data required to support quality and safety is available within and extractable from clinical IT applications and can be analyzed to support quality and safety initiatives and goals. Oversees the implementation of all disease registries and reporting of results.

* Maintains high level of education and knowledge of the health care environment, including activities and trends of regulatory agencies, improvement methodologies, tools, and theories.

* Leads BMC's continuing research of best practices in quality, patient safety, team member safety and moves appropriate opportunities into realized improvement. In conjunction with appropriate system and business unit leadership, ensures appropriate initiatives are in place to meet the strategic and operational needs of BMC with respect to safety.

* As a BMC leader and physician practice representative, assures that all new recommendations from national quality and safety organizations that are proposed (CMS, NQF, and AHRQ) are summarized and shared with appropriate physician leaders.

* In collaboration with the Chief Medical Officer, and Chief Nursing Officer, co-leads development, optimization, and standardization of multidisciplinary care built on evidence-based best practices to ensure clinical practices, processes and protocols are endorsed and adopted. Implements these clinical pathways across BMC to reduce unnecessary healthcare spending and inappropriate variations in care.

* Works with BMC leadership to select endorsed practices that must be implemented, identifies the need for system or local clinical quality, or patient / staff safety improvement processes, establishes and leads projects to ensure their adoption across the entire organization based on evidence-based practices identified in literature and by national organizations.

* Maintains continuous lines of communication, keeping the CMO and CEO informed of all critical issues

* Promotes a culture of high performance and continuous improvement while managing and organizing team members' work

* Mentors and develops staff using a supportive and collaborative approach: assigns accountabilities; sets objectives; establishes priorities; and monitors and evaluates results

* Ensures BMC is adhering to the agreed upon strategic plan

* Supports Quality based initiatives across the Population Health and Grayken Addiction Center Portfolios.

Professional Experience/Qualifications:

* 5+ years of quality and safety leadership experience

* Strong technical knowledge and skills in process improvement disciplines and a deep understanding of quality and patient safety best practices

* Proven track record of success facilitating progressive organizational change and development

* Ability to design and implement new strategies and processes

* Superb analytical, strategic, and critical thinking skills

* Strong prioritization and problem-solving skills

* Excellent communication and presentation skills, with the ability to partner effectively with the executive team, Chairs, Chiefs and clinical leaders including designated Quality Leads, Nursing leaders as well as cross-functional leaders throughout the organization and the ability to communicate thoughtfully to diverse stakeholders, including the board and external parties.

* Ability to remain flexible in a fast paced environment

* Demonstrated commitment, self-motivation, and drive

* Strong mentoring, coaching experience to a team with diverse level of expertise

* Ability to operate as an effective tactical as well as strategic thinker


* Medical Degree (MD or DO) from an accredited medical school, completion of a residency from an accredited institution and board certification is preferred

* Master's Degree or Advanced degree (Master's or PhD) in healthcare, administration or related field preferred

* Certified Professional in Healthcare Quality (CPHQ) preferred

* Certified Professional in Healthcare Risk Management preferred
