Location: Hartford, CT (Hybrid) on-site Mondays and Wednesday

Duration: Long-term contract (with potential extension)

Key Responsibilities

  • Lead business analysis efforts to gather, document, and validate requirements across business and technical stakeholders
  • Develop comprehensive RFP documentation, including questionnaires and evaluation criteria, to support vendor procurement efforts
  • Analyze existing systems and documentation to establish a baseline for replacement solutions
  • Collaborate with internal teams, leadership, and external partners throughout the RFP lifecycle—from development through vendor selection
  • Support application modernization initiatives, including upgrades to front-end, middle-tier, and backend technologies
  • Manage or support Agile project delivery, including planning, tracking, and coordination of development efforts
  • Create and maintain detailed documentation, including:
  • Business Requirements Documents (BRDs)
  • Requirements Traceability Matrices (RTMs)
  • Gap analyses
  • Use cases and workflow diagrams
  • Facilitate communication between business units, developers, and stakeholders to ensure alignment and successful delivery
  • Support testing activities, including test scenario development, UAT coordination, regression testing, and data validation
  • Assist with vendor management and implementation efforts following RFP completion, if applicable

Required Qualifications

  • Proven experience as a Business Analyst supporting software development projects
  • Strong experience developing and managing RFP processes from start to finish
  • Solid understanding of the Software Development Lifecycle (SDLC), including Agile methodologies
  • Experience working with cross-functional stakeholders (business, technical, and executive teams)
  • Strong documentation skills with experience creating BRDs, RTMs, workflows, and technical specifications
  • Excellent written and verbal communication skills
  • Ability to work independently and manage competing priorities in a deadline-driven environment

Preferred Qualifications

  • Experience working with public sector agencies
  • Experience supporting application modernization initiatives
  • Familiarity with technologies such as .NET, Angular, Azure Dev Ops, or similar environments
  • Experience with software procurement, vendor evaluation, and implementation oversight
  • Background in healthcare or human services systems
