Location: Hartford, CT (Hybrid) on-site Mondays and Wednesday
Duration: Long-term contract (with potential extension)
Key Responsibilities
- Lead business analysis efforts to gather, document, and validate requirements across business and technical stakeholders
- Develop comprehensive RFP documentation, including questionnaires and evaluation criteria, to support vendor procurement efforts
- Analyze existing systems and documentation to establish a baseline for replacement solutions
- Collaborate with internal teams, leadership, and external partners throughout the RFP lifecycle—from development through vendor selection
- Support application modernization initiatives, including upgrades to front-end, middle-tier, and backend technologies
- Manage or support Agile project delivery, including planning, tracking, and coordination of development efforts
- Create and maintain detailed documentation, including:
- Business Requirements Documents (BRDs)
- Requirements Traceability Matrices (RTMs)
- Gap analyses
- Use cases and workflow diagrams
- Facilitate communication between business units, developers, and stakeholders to ensure alignment and successful delivery
- Support testing activities, including test scenario development, UAT coordination, regression testing, and data validation
- Assist with vendor management and implementation efforts following RFP completion, if applicable
Required Qualifications
- Proven experience as a Business Analyst supporting software development projects
- Strong experience developing and managing RFP processes from start to finish
- Solid understanding of the Software Development Lifecycle (SDLC), including Agile methodologies
- Experience working with cross-functional stakeholders (business, technical, and executive teams)
- Strong documentation skills with experience creating BRDs, RTMs, workflows, and technical specifications
- Excellent written and verbal communication skills
- Ability to work independently and manage competing priorities in a deadline-driven environment
Preferred Qualifications
- Experience working with public sector agencies
- Experience supporting application modernization initiatives
- Familiarity with technologies such as .NET, Angular, Azure Dev Ops, or similar environments
- Experience with software procurement, vendor evaluation, and implementation oversight
- Background in healthcare or human services systems
