Position: Bilingual Foreman (Structures)

Structures Foreman – Heavy Highway Projects

Location:

Tidewater area of Virginia (Chesapeake, Norfolk, Newport News, and Wallops Island).

Language requirement:
Bilingual Spanish/English.

Job Summary

Supervises and coordinates activities of workers engaged in the construction, installation, and repair of roads, bridge structures, and fixtures.

Essential Duties and Responsibilities
  • Reviews documents and plans, ensuring all questions answered before proceeding.
  • Examines blueprints, plans, and profiles to determine dimensions and grade or profile of road or pipeline.
  • Works from surveyor’s layout and cutsheets; determines line and grade as needed.
  • Directs and trains crew in performing work as shown on contract drawings and specifications within the production budget.
  • Acts as OSHA defined “competent person” on job.
  • Selects materials and structural units to ensure conformance with project provisions.
  • Plans ahead to ensure appropriate materials are on hand when needed.
  • Plans sequence of activities with Superintendent and Project Engineer in two‑week schedule planning.
  • Assigns workers to tasks such as operating machinery, cutting material, building forms, erecting framework, or laying pipe.
  • Inspects subcontractor work to ensure conformance with specifications.
  • Supervises workers building structures such as cofferdams, excavation supports, and concrete forms.
  • Studies production schedules and estimates worker‑hour requirements for completion of assignments.
  • Maintains contact list and knows crew members by name.
  • Conducts daily “Huddle” with crew, explains work to be accomplished, and trains inexperienced members.
  • Interprets company policies and enforces disciplinary procedures when necessary.
  • Evaluates ongoing safety issues, makes changes where necessary, and enforces safety regulations and PPE use.
  • Adjusts work procedures to meet production schedules.
  • Recommends measures to improve production methods, equipment performance, and product quality.
  • Suggests changes in working conditions and equipment use to increase crew efficiency.
  • Analyzes and resolves work problems or assists workers in solving them.
  • Initiates or suggests plans to motivate workers to achieve goals.
  • Maintains accurate time and production records, including detailed timesheets, verified quantities, and locations.
  • Ensures timesheets are turned in on time.
  • Keeps job team informed of progress and problems.
  • Estimates, requisitions, and inspects materials.
  • Sets up machines and equipment and supervises their use.
  • Maintains detailed daily job diary.
  • Holds meaningful weekly safety meetings, files attendance and report.
  • Performs activities for supervised workers.
  • Minimizes punch list and finishes activities.
Supervisory Responsibilities
  • Overall direction, coordination, and evaluation of the crew.
  • May manage 1 Lead Person supervising 2–3 employees; directly supervises 3–5 non‑supervisory employees.
  • Manages training, assignment, performance appraisal, rewarding, disciplining, and complaint resolution.
Qualifications
  • Five years related experience and/or training.
  • Experience with structures for bridge and roadway work.
  • Ability to read and interpret documents such as safety rules and operating instructions.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees.
  • Mathematical skills: add, subtract, multiply, divide; compute rates, ratios, and percentages.
  • Reasoning ability: apply common sense and solve problems involving multiple variables.
Physical Demands

Regularly required to stand, walk, handle, reach, climb, stoop, kneel, crouch, or crawl; frequently lift and/or move up to 50 pounds; perform work on uneven ground; work in hot, precarious, or confined spaces; exposure to fumes, airborne particles, vibration, and moderate to loud noise.

Work Environment

Exposed to outside weather conditions, uneven ground, high or precarious places, shafts, tunnels; occasional fumes or airborne particles; moderate to loud noise.
