We are seeking a career‑minded planning professional for a full‑time position as a Senior Planner/Senior Project Manager, with a focus on zoning. This position will be part of our Senior Team and will be highly visible, working directly with clients and responsible for managing firm projects. The ideal candidate will have experience in authoring, managing and directing a range of zoning and planning projects such as zoning ordinances, development regulations, development/plan review, comprehensive plans, downtown plans, corridor studies, neighborhood plans, and other related studies.

Must be comfortable with, and have experience in, conducting community outreach and public meetings.

Houseal Lavigne Associates is an urban planning, zoning, design, and geospatial services consulting firm that provides a wide range of planning, zoning, design, and development related services to both public and private sector clients throughout the country, with a focus on the Midwest and the Greater Chicago Region. The firm’s office is located in Downtown Chicago, Illinois.

Skills of the successful candidate will include:
  • 10+ years of professional planning experience as an urban planner, city planner, or related profession, with a focus on zoning (consulting experience preferred/desirable);
  • Degree in Urban Planning or related field (Masters Degree preferred);
  • AICP certification (preferred);
  • Demonstrated proficiency with project management and staff management;
  • Demonstrated success in business development, including writing proposals, interviewing for projects, and winning work;
  • Excellent writing skills and attention to detail;
  • Excellent public speaking and presentation skills;
  • Firm understanding of zoning, planning, and development practices;
  • Proficiency and understanding of the Microsoft Office Suite, including Microsoft Word, Microsoft Excel; and Microsoft Powerpoint; and
  • Experience and familiarity with the following software is desirable:
    Adobe Creative Cloud (InDesign, Photo Shop, Illustrator), Sketchup, and/or ArcGIS/Arc Map.
Key Responsibilities
  • Oversee complex zoning and planning assignments, including budgets, schedules, staff, expenses, and deliverables
  • Lead presentations, workshops, and public meetings with clients, stakeholders, and elected officials
  • Provide high‑level zoning, planning, development review, and urban design assistance to clients
  • Direct, prepare, and oversee the production of text, plans, and graphic materials for zoning ordinances, technical reports, presentations, and plans;
  • Contribute to business development efforts, including proposal writing, interviews, and networking to generate new work and expand service lines; and
  • Mentor, direct, and manage project managers and junior staff across multiple projects.
