The Dyer Partnership is looking for an experienced Civil Construction Observer to join our team. This position will be onsite for the construction of wastewater collection system improvements. It is anticipated that the duration of these projects will be 14 to 18 months. These projects are located in Curry County, Oregon. Onsite daily attendance is required. This is a full-time position (40 hours per week).

- Conduct and document observations of all aspects of construction as it progresses for civil projects related to civil infrastructure, such as wastewater facilities, pump stations, and pipelines.
- Collaborate with other field representatives or Project Managers.
- Read and interpret construction drawings and specifications and identify discrepancies or conflicts within the documents.
- Review pay applications and change orders, coordinate with the Contractor and Engineer as needed.
- Keep a copy of all related project files onsite, in a neat and organized manner.
- Track and document plan changes on record drawings.
- Provide site tours to the Owner or funding agency as required.
- Administer and/or attend onsite construction management meetings, provide meeting minutes.
- Coordinate and review submittals.
- Review and provide comment on construction schedule, change orders, delays, and day-to-day field operations.
- Assist with coordination of startup and testing of wastewater treatment and pumping facilities.
- Track change order values and costs as required.
- Perform other duties as required.
- Document the work performed by the Contractor through Daily Reports.
- Interact positively and professionally with other employees, as well as Contractors, clients, industry professionals, and residents or business owners impacted by construction.
- Document the work performed by the Contractor through project photographs.
- Keep an accurate log of contract days used and remaining throughout the project.
- Verify quantities of work performed each day and provide weekly Quantity Reports to the Engineer.
- Use professional judgment to efficiently perform the observation responsibilities with the least possible interruption to the Contractor’s work progress.
- Maintain accurate records of personnel, equipment, and materials used on projects and all documentation.
- Show excellent organization and time management skills leading to timely documentation and submittals.
- Verify materials delivered to the jobsite match the approved submittals.
- Coordinate scheduling of soils, asphalt, and concrete testing as required.
- Coordinate with local residents regarding impacts of construction.
- Advise the Engineer of the work progress and field issues as they arise.

Qualifications- A minimum of five years of experience.
- Relevant Industry Certifications.
- Ability to Interpret Construction Schedules.
- Water or Wastewater Treatment, Concrete, Building, and Pump Station Experience (preferred).
- Attitude and commitment to being an active participant of our company’s culture.
- Strong problem‑solving skills.
- Ability to learn and retain new information quickly.
- Strong written communication skills.
- Proficient with Microsoft Word and Excel.
- Ability to read scaled construction plans, specifications, and contracts.
- Detail‑oriented, dependable, and thorough.
- Ability to work hours dictated by the Contractor’s schedule on short notice.
- Ability to work outdoors in various weather conditions.
- Experience with municipal projects related to civil and environmental engineering (preferred).
- Successfully passing random drug and alcohol testing; including before hire.
- Degree in Engineering, Architecture, or Construction Management (preferred).
- Technical School or Associate Degree (preferred).
- High School Diploma or equivalent (required).
