Summary Statement

The incumbent in this position will work in the Central Business Office and provide department-wide support and oversight for all payroll operations for a large law enforcement agency consisting of about 2,800 employees. Job duties include bi‑weekly payroll processing, W‑4 processing, data entry into the agency's payroll system, assisting department employees with payroll‑related inquiries, filing, data tracking and analysis, payroll reporting and other payroll processes as needed.

The position supervises a team of three full‑time employees and one casual/seasonal employee.

Selective Requirements

One year of experience using an automated human resource or payroll management information system to enter, update, modify, delete, retrieve/inquire, and report on data.

Preferred Qualification

One year experience in using Payroll Human Resource Statewide Technology System (PHRST) to enter, update, modify, delete, retrieve/inquire, and report on data.

Essential Functions
  • Reviews and analyzes financial transactions and records for accuracy and monitors adherence to agency budget, applicable agreements, grants, contracts, and state or federal laws.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; prepares trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transaction classifications and codes for accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal functions.
  • Compiles, analyzes, and prepares a variety of statements and reports of financial health used in financial, budget, and personnel planning.
  • Researches and provides data, reports, and documentation to state, federal, and independent auditors and for other financial information requests.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public electronically or in written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements
  • Four years’ experience compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or making projections for financial planning.
  • Two years’ experience analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • Coursework, training, or experience in budget management and control such as managing a budget within appropriations limits and maintaining, monitoring, projecting, and controlling a budget within set policies and procedures.
  • Coursework, training, or experience in staff supervision, including leading workers and overseeing the work of others.

Conditions of Hire
