Job Overview
The Division of Water manages and protects Delaware’s water resources. It provides technical assistance, laboratory services, and regulatory guidance and implementation.
This position resides in the Division of Water, Director’s Office and serves as the senior level project manager responsible for managing complex, high‑impact initiatives that support the Division’s mission to protect and manage Delaware’s water resources. The role oversees the planning, execution, and evaluation of major Division projects including contract management and procurement processes, streamlining and modernizing permitting processes, and enhancing regulatory application systems and environmental compliance tools.
The position coordinates with various regulatory programs both within and outside of the Division of Water.
- Manage the full lifecycle of State of Delaware projects from initiation through implementation, including planning, designing, monitoring, and controlling requirements, costs, schedules, resources, staffing, testing, and quality assurance.
- Develop and obtain approval of activities as required based on the size, priority, complexity, and risk of the project.
- Select, interpret, tailor, and utilize predictive and adaptive project management tools and methods.
- Partner and collaborate with customers, business process owners, management, and end users to develop a detailed project plan, prioritize and organize requirements, verify timing, quality, and cost of deliverables.
- Align project requirements, scope, and objectives with overall business strategy and take corrective action or make adjustments to ensure all project milestones are completed timely.
- Measure project performance and conduct risk and stakeholder analysis, address issues and change orders, and provide recommendations to stakeholders based on findings.
- Manage and monitor progress against the project plan, schedule status reviews, quality assurance, and other assessments and process reviews.
- Integrate service delivery with lean continuous improvement, business analysis, and change management resources, providing updates and coordinating project management activities with program team members.
- Maintain effective lines of communication with customers, business process owners, management, and end users and ensure agreement to any project changes.
- Coordinate internal resources and vendors (contractors) for project execution.
- Utilize modern tools and software platforms for project management and adhere to a consistent approach for maintaining project management methods, models, and artifacts.
- Travel to various state office locations within Delaware as required.
- Prepare a variety of statistical, narrative, and other status or progress reports.
- Communicate and interact effectively with people across diverse cultures, ranges of ability, genders, ethnicities, ages, and races.
- Perform other related duties as required.
- Completion of a professional project management certification such as Project Management Professional (PMP) or Certified Associate in Project Management (CAPM).
- Four years’ experience in project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on project status.
- One year of experience in developing and presenting project status, progress, resolving issues/risk, or other project matters to leadership and stakeholders.
- Two years’ experience in designing, prioritizing, and defining the scope of projects, including selecting appropriate project management tools, methods, and techniques.
- Six months’ experience in budget, grant or contract administration such as developing, monitoring and controlling budgets, grants, or contracts.
