BCforward is currently seeking a highly motivated Technical Lead / SME in Phoenix, AZ 85007.

Position Title: Technical Lead / SME - Hybrid Job

Location: Raleigh, NC 27601

Shift Timing: Mon - Friday, 40.00 Hours/Week

Anticipated start date: 1-2 Weeks

Duration: 12‑month contract with possibility of extension.

Pay Rate: $58.00 – $59.00 on W2

Job Description: This is a hybrid position—mandatory office day once a week, with up to four onsite days per month for design or architecture meetings. The role functions as the technical lead/SME for the innovation team within the Enterprise team, overseeing the introduction of innovative enterprise proof‑of‑concepts and solutions using latest technologies. It involves advanced analytics, data science techniques, Artificial Intelligence leveraging specialized technologies (SAS and other cloud‑native non‑SAS tools), and a deep knowledge of data engineering and data science.

The position aligns with statewide strategic plans to leverage data assets and analytics for a data‑driven government.

• Provide guidance and leadership in the usage and support of development platforms, technical architectures, or business applications beyond a developer/programmer level.
• Develop application architecture knowledge serving as a base for technical expertise in a specific product or program.
• Analyze visual design, development, data analysis, testing, and implementation; produce technical and user documentation; support software conversions and maintenance.
• Advance the data integration and analytics program statewide.
• Participate in planning, creating, and operationalizing process improvements.

• Experience leading/facilitating the development of business and technical requirements, including data, technical, and process models.
• Strong research, learning, and development of new programming languages and techniques.
• Working knowledge of AWS or Azure Cloud services.
• Proficiency in SQL, Python, and Machine Learning algorithms/models.
• Experience with SAS Viya 4.
• Visualization skills in Power BI or Tableau.
• Object‑oriented programming in Java/.NET.
• Ability to weigh alternatives and make informed decisions on operational issues and data quality concerns.
