Responsible for directing, supervising, and coordinating the City's development review and entitlement processes; reviews annexation, land division, residential, and commercial/industrial site plans; serves as the point of contact for City departments, developers, contractors, and regulators; coordinates public works inspections; assists with the implementation and management of the City Redevelopment Plan; oversees environmental programs and code enforcement.

Distinguishing Characteristics

This job class is a management level classification that manages development, economic development and code enforcement services for the City. This list is illustrative only and is not a comprehensive listing of all functions and duties performed by incumbents within this classification. Essential duties and responsibilities may include, but are not limited to:

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department’s budget.
  • Participates in the selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in the review and documentation of incidents and injuries involving staff and equipment.
  • Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.
  • Oversees and participates in development review and entitlement processes; serves as point of contact for City departments, developers, developmental engineers, contractors, and regulatory agencies; resolves development issues as required.
  • Oversees and participates in the public works inspection process; ensures public improvements comply with approved plans and City Code.
  • Oversees plan review process; coordinates plan review activities with Public Works, Engineering, Fire, Planning, Utilities, and/or Building Department staff; coordinates development mapping process.
  • Prepares and presents staff reports and other necessary correspondence; participates in providing technical presentations to the City Manager, City Council, and/or various groups or agencies.
  • Creates, maintains, and manages public improvement agreements and related securities.
  • Ensures environmental compliance with applicable City, State, and Federal regulations and/or programs.
  • Administers, interprets, and enforces the provisions of the City Code as it pertains to development; prepares and recommends modifications to City Code.
  • Provides staff assistance to the Assistant City Manager; prepares and presents staff reports and other necessary correspondence.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience
  • Bachelor’s degree in engineering, planning, construction management or a related field; AND
  • Four (4) years of professional municipal community development operations experience;
  • OR an equivalent combination of education, training, and experience.
Required Certificates, Licenses, and Registrations

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • Nevada Driver’s License.
