Budget Management Specialist (Administrative Specialist II) – Two positions (Open)
Location:
Lincoln, NE, Pay Grade 7: $30.597/hour (after pay increase $30.979/hour on June 29, 2026).
This role supports the organization’s financial operations through review of ledgers, budget reporting, and monitoring spending to keep finances on track.
Essential Functions- Responds to inquiries and assists with review, interpretation, and implementation of federal and state laws and regulations related to fiscal compliance.
- Participates in the allocation and administration of appropriations and grant funds to designated offices.
- Provides financial guidance related to availability of funds and best practices of state and federal finances, statutory regulations, federal compliance, and grant funds.
- Conducts budget analysis and projections for designated budget programs and grants.
- Advises NDE office staff on financial status, budget status, and available cash and grant funds.
- Gathers, analyzes, and interprets financial data to generate forecasting reports to assist with budget development.
- Processes requests for funds (e.g., invoices, contract approvals), ensuring supporting documentation is included and meets funding source requirements.
- Verifies accuracy of account and payroll coding, purchase orders, print requisitions, and other transactions.
- Assists with development and maintenance of policies and procedures to support internal controls for state and federal funding.
- Prepares reports for flow-through funding activities, ensuring funds are transferred on time and in the correct amount; provides reports (e.g., Federal Financial Reports) to funding sources.
- Monitors activity in the State of Nebraska accounting system, reviews and corrects entries, and processes contracts, requisitions, and purchase orders.
- Coordinates a variety of human resources training, including development and delivery of training.
- Maintains regular and reliable attendance, travels independently, and works in a variety of settings.
This position requires approximately 90% of work time spent in an office environment; the remainder is spent traveling or working in alternative sites such as off‑site conferences or meetings. Approximately five days of overnight travel per year.
Requirements & QualificationsMinimum Qualifications:
- Bachelor’s degree in a related field (Accounting, Finance, etc.) and two years of experience related to the essential functions of the position.
- Any equivalent education and/or work experience may be substituted to meet the minimum qualifications.
Preferred Qualifications:
- Master’s degree in Accounting or related field.
- Prior experience in state and/or federal grant review and compliance.
