Position: CEI Lead / Construction Manager – Transportation

Overview
As a CEI Lead / Construction Manager with Civil & Environmental Consultants, Inc. (CEC), you’ll lead the growth and delivery of Construction Engineering & Inspection (CEI) services across Middle Tennessee. This senior leadership role will play a key part in expanding CEC’s transportation presence throughout the region while overseeing successful project execution for state and local transportation clients.

In this role, you’ll support a wide range of transportation initiatives including construction management, construction engineering, bridge rehabilitation and inspection, design-build delivery, and specialized inspection and testing services. You’ll help shape market strategy, strengthen existing client relationships, and guide the continued growth and development of CEC’s CEI team while ensuring projects are implemented in compliance with TDOT standards and procedures.

Key Responsibilities
  • Develop and execute strategic plans to grow CEC’s transportation and CEI services throughout Tennessee
  • Identify, pursue, and secure transportation projects through strong relationships with state and local agencies
  • Lead project implementation and delivery in accordance with TDOT standards, specifications, policies, and procedures
  • Serve as a primary point of contact for TDOT and local transportation agency CEI clients
  • Manage and oversee complex transportation construction projects aligned with technical expertise
  • Utilize and oversee project controls, documentation, and reporting within AASHTOWare Project
  • Lead, mentor, and develop CEI staff through staffing coordination, technical guidance, and professional development
  • Promote operational excellence, quality control, and strong business practices across CEI efforts
  • Support client management, business development initiatives, and market expansion activities
Qualifications
  • Bachelor of Science in Civil Engineering or equivalent required
  • Professional Engineer (P.E.) license in the State of Tennessee preferred
  • Minimum of 10 years of experience providing transportation engineering and CEI services
  • Demonstrated experience implementing projects in compliance with TDOT Standards and Specifications
  • TDOT certifications relevant to construction engineering and inspection strongly preferred
  • Proven experience with DOT contracting, construction administration, and project execution
  • Familiarity with AASHTOWare Project for documentation, estimates, and project tracking
  • Broad understanding of transportation planning, engineering, and the full project development lifecycle
  • Familiarity with CPM scheduling processes
  • Strong business development, client relationship management, and market growth experience
  • Proven leadership skills in project management, staff development, and team mentorship
  • Established relationships with public-sector transportation clients in Tennessee
  • Proactive and clear communication skills
