Introduction
Maryland's Family and Medical Leave Insurance (FAMLI) program ensures all Maryland workers have paid time off for medical and family reasons. The program covers 2.63 million workers and 180,000 employers through a digitally native, public‑facial service. The Financial Services Directorate safeguards FAMLI funds, manages contributions and benefits payouts, develops financial reports, prepares budgets, and conducts internal audits.

Main Purpose of JobThe Accounts Receivable Supervisor assists the Accounts Receivable Manager in supervising the Contributions team’s operations. The role ensures timely, accurate, and efficient daily deposits, billings, and collections that comply with state statutes, regulations, and FAMLI policies and prepares financial analyses and reports.
Position Duties- Implement and enforce standard procedures for the Contributions team.
- Maintain effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records.
- Monitor FAMLI premium contributions and fees, ensuring they are recorded accurately and timely.
- Manage daily deposits with accuracy and timeliness.
- Process billing for interest and penalties for delinquent payments.
- Manage collections and payment applications.
- Directly supervise and coordinate the activities of Contributions team staff.
- Execute A/R related tasks for the monthly and year‑end close, including accruals, journal entries, schedules, reconciliations, and reports.
- Prepare financial analyses and reports on contributions, accounts receivable, and collection activities.
- Assist with internal and external financial audits.
Education:
A Bachelor’s degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience:
Five years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles, including three years in cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
- Candidates may substitute thirty credit hours in accounting and related courses, including three credit hours in auditing, for the required education.
- Applicants who met CPA examination admission requirements before July 1, 1974 are considered to have met the educational requirement.
- A Certified Public Accountant certificate or Master’s degree in accounting may substitute one year of the required general accounting experience.
- One year of professional auditing experience may substitute one year of the required general experience.
- U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may substitute one year of the required experience and education.
Preferred Qualifications
- One year of experience handling fiscal operations as a supervisor.
- One year of experience with internal auditing.
- One year of experience preparing and presenting financial reports.
- One year of experience preparing accounts reconciliations.
