Role Purpose
The role will ensure the effective coordination, delivery and continuous improvement of services that address fuel poverty and decarbonisation, integrating community engagement with high-quality retrofit delivery across Severn Wye’s operational areas.
Key responsibilities include overall operational management of the Energy Services department covering both Home Retrofit and Sustainable Communities programmes, and deputising for the Director of Energy Services as needed. The role provides essential leadership capacity to maintain performance, manage risk, and support service delivery.
Key Responsibilities- Operational leadership and day‑to‑day management of the Home Retrofit and Sustainable Communities teams.
- Coaching and supporting Energy Services Managers and team leaders in people management, performance reviews, coaching, training, and development.
- Maintaining a supportive, inclusive, high‑performing culture.
- Workforce planning, coordination and prioritisation across programmes.
- Oversee delivery of all Energy Services programmes, ensuring interface across the energy service team.
- Ensure programmes meet targets, milestones, KPIs and contractual requirements.
- Drive integration between community‑led approaches and technical retrofit delivery.
- Actively manage delivery risks arising from programme scale and complexity.
- Ensure appropriate record keeping and document control.
- Operational oversight of budgets, resource allocation and staff utilisation.
- Manage Energised Communities budgets and oversee finances across all programmes.
- Collaborate with Finance for robust financial monitoring, reporting, and budget forecasting.
- Ensure all project delivery remains within agreed financial parameters.
- Support resource prioritisation and allocation across competing project demands.
- Act as key operational contact for funders, partners, and stakeholders, maintaining strong cross‑sector partnerships.
- Represent Severn Wye at meetings, events and forums with senior key stakeholders.
- Promote collaboration internally and externally with delivery partners.
- Ensure compliance with organisational policies, GDPR, safeguarding and quality frameworks.
- Maintain oversight of risk management across all programmes.
- Ensure audit readiness and compliance with funder requirements.
- Uphold consistently high‑quality standards across programmes.
- Identify, mitigate and elevate risks linked to workload, delivery and resource pressures.
- Oversee data collection, performance monitoring and impact evaluation, and provide accurate, timely reporting.
- Use data and insight to drive continuous improvement and service development.
- Collaborate on identifying funding opportunities, tenders and partnerships.
- Support strategic planning and development of Energy Services.
- Support growth across Home Retrofit and Sustainable Communities teams.
- Shape future service direction in partnership with the Director of Energy Services.
- Strong leadership and people skills with demonstrable experience of managing and developing teams.
- Degree level education or equivalent experience in home retrofit, energy efficiency or community energy sectors.
- Experience of approaches such as Asset Based Community Development.
- Experience managing large or complex public sector or government‑funded programmes, including budgets, resources, risks and performance.
- Experience in partnership working.
- Experience in monitoring, evaluation and data analysis.
- Excellent written and verbal communication skills.
- Strong organisational skills with ability to manage multiple priorities.
- Ability to travel across the UK, Wales and border counties, with some requirement for national travel.
- Flexible, proactive and adaptable approach.
- Experience facilitating or oversight of stakeholder engagement or community events.
- Experience of collaborating with fundraising team to secure funding or write tenders.
- Technical knowledge relevant to housing, retrofit or sustainability.
