Opportunity Summary
The Environmental Compliance Manager at Plains End will lead the implementation and oversight of environmental, NERC, and safety compliance programs to ensure adherence to federal, state, local, and site-specific regulatory requirements. This role manages air quality compliance, storm water and pollution prevention initiatives, NERC Reliability Compliance obligations, and safety programs while maintaining critical Environmental Management Systems (EMS) and compliance documentation. The Environmental Compliance Manager will work closely with plant personnel, regulatory agencies, and the facility owner to support compliance excellence, operational reliability, and a strong safety culture.
Your scope of responsibility as Environmental Compliance Manager includes the following primary functions:
Environmental
- Lead and administer environmental compliance programs and permit obligations, ensuring adherence to applicable federal, state, local, and site-specific regulatory requirements.
- Manage air quality compliance activities, including Title V permit requirements, emissions monitoring, recordkeeping, regulatory reporting, permit inspections, and support for permit renewals and modifications.
- Oversee water quality and pollution prevention initiatives, including administration of the Storm Water Pollution Prevention Plan (SWPPP), environmental sampling, inspections, and corrective action implementation.
- Serve as the primary liaison with regulatory agencies, facility ownership, and corporate support teams, coordinating inspections, responding to inquiries, managing permit actions, and supporting regulatory reporting requirements.
- Maintain and continuously improve the facility's Environmental Management System (EMS), compliance tracking processes, training records, and environmental documentation programs.
- Manage environmental programs related to chemical storage, spill prevention, pollution control, and storm water compliance while monitoring regulatory changes and driving continuous compliance improvements.
- Administer and maintain the facility's NERC Reliability Compliance program, ensuring compliance obligations, procedures, and evidence retention practices align with applicable standards and Owner requirements.
- Monitor NERC, Regional Entity, and industry developments, evaluating regulatory changes and implementing actions necessary to maintain facility compliance.
- Develop, maintain, and organize compliance records, audit evidence, RSAWs, self-certifications, and other documentation required to demonstrate adherence to applicable Reliability Standards.
- Coordinate and support NERC audits, spot checks, investigations, and compliance reviews by preparing documentation and providing accurate, timely, and technically sound responses.
- Provide guidance and training to plant personnel on NERC requirements, compliance procedures, evidence expectations, and regulatory changes impacting facility operations.
- Lead and administer facility safety programs to ensure compliance with OSHA regulations, company policies, and applicable industry standards.
- Conduct safety inspections, audits, and workplace assessments to identify hazards, evaluate risks, and ensure timely completion of corrective actions.
- Coordinate incident investigations, root cause analyses, and corrective action tracking to prevent recurrence and improve overall safety performance.
- Maintain safety records, regulatory documentation, and training programs to support compliance with applicable safety requirements.
- Promote a strong safety culture by providing training, coaching, and guidance to plant personnel, contractors, and visitors regarding safe work practices and procedures.
- Monitor changes in safety regulations and industry best practices, recommending and implementing program improvements as appropriate.

Working Relationships
The Environmental Compliance Manager reports to the Plant Manager. Maintains a close working relationship with NAES Corporate Safety, Environmental and NERC Support Services as well as Client Corporate contacts.
