THE POSITION:
Under the general supervision of an Administrator in the District's Head Start program, assists in the recruitment and enrollment of Head Start, and linking families with health, special needs, nutrition, social services, parent involvement and mental health services based on family strengths, concerns, needs and priorities as per the Federal Program Standards. A Family Services Specialist is a member of an interdisciplinary team that includes program management, teaching staff, District personnel and program families.

APPLICANT FILING INFORMATION: This recruitment is open to the public. An eligibility list will be established to fill vacancies for full time, part time, evening, summer, and substitute positions throughout the duration of the eligibility list. Eligibility lists typically last for one year. Vacant positions are filled from the top three ranks. Pursuant to PC Rule 6.2.10, the eligibility list established for this recruitment may be used for another related classification at the same or lower salary.

CURRENT OPENING: One 11 month/40 hours per week position. Salary placement will be on Range 19 of the CSEA Salary Schedule "B". Initial salary placement for new employees is customarily at step 1 ($18.16 per hour) of this 6-step salary range.

IMPORTANT INFORMATION: Within the first eighteen months of employment, a Family Services Specialist must obtain the credential or certification in social work, human services, family services, counseling or a related field.

ESSENTIAL DUTIES:
Assists Head Start nurse by obtaining medical records and current information on vision and hearing screening, and height and weight measurements for pre-school children. Conducts home visits to set family goals and follows up.
Works with parents, teachers, and other appropriate program personnel to determine the cause of individual child and/or family issues and develop effective solutions for those issues.
Participates in training for domestic violence, parent education, substance abuse, male involvement, and child abuse prevention programs.
Maintains and updates families' records and tracks progress with medical and dental referrals, and special needs.
Assists parents with the process of obtaining special services for children as indicated through observation, screening assessments and evaluations.
Assists with identification, recruitment, and enrollment of families eligible for participation in the Head Start program.
Connects parents with available community services and resources, and submits reports on services provided to families.
Provides translation for families as needed.
Monitors health and safety of children within a classroom.
Transports families to appointments as needed.

MINIMUM QUALIFICATIONS:
Education:
Graduation from high school or evidence of equivalent educational proficiency and a minimum of 12 college units in human services, family relations, social work, or related field from an accredited college or university.

Experience:
Two years of experience with a Head Start program as a parent, volunteer or employee.

Special:
Successfully complete a pre-employment physical examination. Possession of a valid California Class C Driver license.
Evidence of adequate insurance for a motor vehicle, which meets or exceeds the California legal liability insurance requirement and continue to maintain insurability.
Use of an automobile.

Optional Second Language Requirement: Some positions in this classification require the ability to speak, read, and write a second language in addition to English, and may require bilingual proficiency for which selective certification may apply (Education Code 45277).

IDEAL CANDIDATES WILL HAVE:
Knowledge of:
Basic English usage, spelling, and grammar.
Socioemotional needs of adults and pre-school age children. Routine record keeping techniques and documentation.
Health and safety regulations applicable to operations of Head Start programs and facilities.
Computer word processing software.

Ability to:
Work under the stress of conflicting goals and timelines, and successfully adjust to interruptions in work schedules and routines on short notice.
Work flexible hours and occasional weekends.
Work independently with minimal supervision.
Exercise tact, patience, and courtesy when dealing with difficult, stressful, sensitive and confidential situations.
Develop and maintain supportive working relationships with pre-school age children, parents, staff, and community representatives.
Learn and keep current about the local community and its resources as they relate to health care and social services.
