Independently performs highly complex professional work; supervises a staff of professional workers at the SR-22 level; serves as a project or team leader (e.g., initiates highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area.
This position is located in the Office of Elections, an agency attached to the Department of Accounting and General Services. The position serves as Chief of the Voter Services Branch and is responsible for election program activities relating to voter education, voter registration, media relations and other related activities for all State and concurrently held federal and county elections. The duties and responsibilities include developing, revising, and implementing operational policies, standards, and procedures;
evaluating program operations to ensure compliance with federal and State laws, rules and regulations related to elections; proposing and drafting appropriate legislation; planning, organizing, and establishing ballot counting centers for each county; determining and coordinating the distribution of election equipment and supplies required in each counting center; recruiting, selecting, and training election day workers for each counting center; and organizing and managing the production and distribution of statewide election results.
Qualification Requirements

- Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. - Basic
Education:
A bachelor’s degree from an accredited four‑year college or university. - General Requirement:
One year of responsible professional work experience that required a high degree of analytical skill involving gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and determine recommendations. The experience must be comparable to the General Professional IV in State service and must provide the knowledge, skills, and abilities required to perform the duties of this position. - Selective Certification Requirement (Office of Elections Experience):
Applicants must possess demonstrated knowledge of federal, state and county election laws, and the ability to effectively implement the applicable statutes, rules, and policies. They must communicate complex processes orally and in writing, write procedures, organize training materials, conduct trainings, coordinate the work of numerous individuals, and resolve issues expeditiously. - Certification Eligibility:
Minimum qualification for the class General Professional V, with at least one year of professional work experience in elections and/or government involving implementation of election laws, ballot production, and coordination of staff work activities. - Supervisory Aptitude:
Supervisory aptitude may be accepted in place of actual supervisory experience if strong evidence of supervisory abilities is presented. - Substitution Allowed:
