Job Title: SAP NS2 Assistant Facility Security Officer (AFSO)/Contract Program Security Officer (CPSO)
Location: Herndon, VA. Expected to be in office 3 days a week with some weeks possibly more.
Clearance: Must have Active Top Secret Clearance. Must be U.S. citizen; no visa sponsorship.
Responsibilities- Serve as the corporate lead for the Personnel Security (PERSEC) program, managing the full clearance lifecycle including initiation, adjudication tracking, indoctrinations, debriefings, reinvestigations, and continuous vetting activities in compliance with NISPOM and customer requirements.
- Act as a personnel security subject matter expert: process personnel security clearances; maintain DISS/NBIS and other applicable systems of record; ensure accurate and audit‑ready personnel security files; manage visitor access requests; and generate personnel clearance reports for leadership.
- Primary SME for all employee‑related personnel security reporting requirements, including SEAD 3, NISPOM, and applicable IC customer directives; maintain current knowledge of evolving policies; provide timely interpretation, guidance, and dissemination to cleared personnel in coordination with the Corporate Facility Security Officer (FSO).
- Interpret and apply 32 CFR Part 117 (NISPOM Rule) to maintain compliance; provide guidance to internal stakeholders on security policy implementation.
- Document, investigate, and report security incidents per government and company requirements; ensure timely submission, proper documentation, and corrective action plans.
- Participate in and support security self‑inspections, internal audits, and DCSA assessments; identify deficiencies, recommend corrective actions, and assist with tracking remediation to closure.
- Support FSO functions, including interfacing with DCSA and customers, maintaining facility compliance, and contributing to overall security program management.
- Translate complex government security policies and requirements into actionable guidance for program teams and senior leadership through briefings, reports, and day‑to‑day support.
- Provide security education, awareness, and training to cleared personnel on reporting requirements, clearance responsibilities, and security best practices; provide ad‑hoc support in response to customer‑driven security requirements.
- 5+ years of professional industrial security experience with hands‑on experience supporting personnel security clearance processing and managing clearance and facility clearance records across the full lifecycle.
- Demonstrated experience managing and executing a comprehensive PERSEC program, including clearance initiation, adjudication tracking, indoctrinations, debriefings, reinvestigations, and continuous vetting activities.
- In‑depth knowledge of 32 CFR Part 117 (NISPOM Rule), Intelligence Community Directives (ICDs), and customer security requirements; ability to apply them to the organization’s security program.
- Expertise in personnel security reporting requirements (SEAD 3, NISPOM, IC directives); continuous compliance through education, proactive guidance, and coordination with Corporate FSOs.
- Hands‑on experience with government security systems of record such as NBIS, DISS, NISS, SWFT, and NCAISS; maintain data integrity, manage security actions, enable audit readiness.
- Knowledge of Sensitive Compartmented Information (SCI) programs, ICDs, and familiarity with Scattered Castles and other IC clearance databases.
- Experience supporting or performing FSO responsibilities, interfacing with DCSA, maintaining compliance with NISPOM, and contributing to overall program execution and training.
- Ability to prioritize multiple projects in a fast‑paced environment; completion of DCSA/STEPP training for “FSO Orientation for Non‑Possessing Facilities Curriculum” within 90 days of start date.
- Experience serving as an FSO or AFSO.
- Experience with DCSA FOCI‑mitigated facilities operating under Proxy Agreements or Special Security Agreements (SSA).
- Familiarity with adjudicative guidelines and support for clearance issue resolution or eligibility determinations.
- Strong organizational, detail orientation, and independent project management skills with follow‑through.
Compensation: $100,000 – $216,000 annualized inclusive of base salary and variable incentive target (actual offer within range based on experience, education, and role scope).
