The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Technician III position within Access and Eligibility Services (AES), Finance and Contract Operations (FCO) Division. Performs technical administrative support and technical assistance to HHSC staff and contracted agencies requiring application and familiarity with laws, rules, and regulations controlling the contracts department. Researches and processes contract pre and post-monitoring activities that include budget tracking to identify inconsistencies and discrepancies and make appropriate referrals and recommendations to the Unit manager. Participates in contract monitor reviews. Produces documents utilizing various software packages and prepares special routine reports. Tracks and monitors assignments for analyzing making calculations and preparing statistical reports. Responds to inquiries from internal and external sources for the purpose of providing, exchanging, or verifying information, addressing issues, or resolving/reporting problems or complaints. Checks documents for accuracy and maintains files. Assists in preparing, editing, and distributing correspondence, reports, forms, and documents. Assists in planning meetings. Assists with general office duties such as ordering supplies, performing basic bookkeeping work, and assisting with general human resources work. May provide assistance answering and routing phone calls, taking messages, and greeting and directing visitors to the appropriate staff. Performs related work as assigned. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed.

Performs technical support for work assigned such as drafting correspondence/documents, maintaining schedules and preparing pre-monitoring and post contract monitoring activities. Participates in monitor reviews under the direction of the contract specialist. Maintain records, implement and evaluate filing systems or logs for effectiveness, including filing and retrieving. Distribute job assignments and work to contract specialist. Track and monitor assignments for analyzing, making calculations and preparing reports. This includes monthly monitoring and complaint activity reports and quarterly contract management reports. Enter data and conduct inquiry into multiple automated systems. Develop and/or present training of automated systems and administrative/technical processes.

Provide information regarding policies, procedures, rules, regulations, or standards to Community care staff, applicants, contractors and clients, vendors, public, and public officials. Prepares material and assists contract specialist in provider orientation/overview, technical assistance and all contract monitoring review activities. Produces documents using word processing or graphics software (for example: correspondence, reports, tables, forms, handouts, etc.). Prepares moderately complex ongoing or special narrative or statistical reports. Communicates on an intermediate level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolves problems or complaints. This includes identifying contract provider billings payment problems and resolving the problems via extensive billing and payment research, contacts with various program and provider staff & follow-up with monitoring via, several billing and payment computer accesses. Performs additional tasks and assignments upon request for Unit Manager.

Knowledge Skills Abilities:

Knowledge of office practices and administrative procedures, and of contract management policies and procedures. Skill in the use of a computer and applicable software. Ability to collect, analyze, and interpret technical information; to make arithmetical computations and tabulations; to identify problems and plan corrective actions; to prepare and submit reports; to compose and prepare letters, memorandum and reports; to derive information from observations and interviews; to understand and follow instructions; to interpret policies and procedures; to understand and follow oral and written instructions; to gather specific data from documentation systems; to communicate effectively; to work independently in a fast paced environment; to work as a team member; and to effectively handle multiple assignments. Registration or Licensure Requirements:

Certification as Certified Texas Contract Manager (CTCM) is required within one (1) year of employment. Initial Selection Criteria:

Experience in performing data entry using Microsoft Word and Excel. Experience in interpreting polices, rules, or regulations. Experience in communicating information both verbally and in writing to others. Experience in proofreading and editing forms, memos, correspondence, and other documents. Additional Information:

This position will be filled at the minimum salary unless an exception applies. The office location is 5425 Polk Street Houston, Texas 77023. A valid driver's license is required. Some local travel and some overnight stay required.
