Position Summary
Marks the location of underground utilities for construction activities requiring excavation. Responsible for pinpointing the paths of electric, gas, water, wastewater, and telecommunications cables, pipes and conduits to protect against damage during underground excavations.
Criteria:Education/Experience
High school diploma (GED) with at least three years of construction or maintenance and utility locating experience. Knowledge of construction and installation procedures for electric, gas, water, wastewater, and telecommunications infrastructure. Experienced in use of utility locating equipment and mobile GIS system.
Skills/AbilitiesExcellent written, computer, and communication skills required.
Certifications/LicensesOQ Certification must be obtained within 6 months.
Physical DemandsThe ability to lift, carry and use heavy tools and materials. The ability to climb and perform work from a ladder. The ability to safely operate a standard equipped JEA motor vehicle. The ability to safely operate specially equipped JEA construction/maintenance equipment. The ability to operate JEA field service installation equipment. The ability to orally communicate via radio and telephone. The ability to walk several miles over rough terrain.
The ability to enter/exit 22" diameter access ways as well as work in confined spaces. The ability to see and read printed material.
Outdoor environment; subject to all weather conditions. Exposure to high voltage and gas/fire explosion.
DrivingMust possess and maintain a valid Tennessee Class "D" license.
TelephoneMust maintain an operating telephone and furnish the number to his/her supervisor.
Essential Functions- Retrieves daily utility location requests from computerized, web-based ticket management software and closes out requests upon completion of work.
- Utilizes mobile geographic information system (GIS) program and/or paper utility maps, engineering plans, and other drawings of the proposed excavation area to assist in determining the actual location of underground utilities.
- Visits actual site and uses GIS system, paper plans/maps, electronic pipe locating equipment, shovels, probing rods, and measuring instruments to field verify the location of underground utilities and marks their locations using color coded flags and/or paint.
- Performs field measurements and prepares notes and sketches in both electronic and hand written format of utilities which are shown incorrectly on maps and drawings. Conveys this information to technical staff that makes the appropriate changes.
- Coordinates daily work schedule with superintendents, foremen, and other utility locators.
- Coordinates with outside telecommunications companies’ representatives, contractors, businesses, and homeowners to locate utilities and assists in damage investigations.
- Works independently on a daily basis to complete all assigned tickets and prepare all documentation.
- Locates high, intermediate, and low pressure cast iron, steel, and plastic gas lines.
- Locates electric distribution system primary and secondary lines.
- Locates telecommunications fiber and cable.
- Locates plastic, PE, ductile iron and cast iron water and wastewater lines.
- Implement and maintains proper traffic control.
- Locates facilities during emergency situations, including active gas leaks, when necessary.
- Assists in the investigations and documentation of damages resulting from improperly marked underground utilities.
- Reports all damages resulting from improperly marked utilities to supervisor.
- M Maintains assigned vehicle, laptop, electronic locating equipment, and all tools in proper working order.
- Makes field notes on the location of underground utilities.
- Prepares sketches and photographs of locator marks.
- Updates status of locates using the web-based ticket management software.
- Maintains records on work activities and damage to utility lines.
- Attends regular safety meetings.
- Ensures that proper safety procedures are always followed.
- May enter manholes and vaults, using confined space entry procedures, to determine the location and direction of conductors and/or pipes.
- Maintains knowledge of all procedures for locating gas leaks.
- Remains accessible for call.
- Performs other duties as requested.
