Position: INVENTORY CONTROL SPECIALIST

Job Overview

This position will be responsible for receiving, accounting, and accurate recording of capital equipment, tracking movement of inventory, inventory reconciliation and preparation of excess property disposal, and missing and stolen reports in accordance with State laws, regulations, standards and procedures, and Department of General Services Inventory Control Manual.

Responsibilities
  • Collect annual capital equipment inventories submitted by barracks/locations to the Department Property Section via electronic devices (e.g., scanned or Excel worksheet reports) and ensure compliance with submission due dates and all applicable policies.
  • Verify received inventories for accuracy and completeness; identify incomplete or insufficient reports and return them to Accountable Property Officers with explanations for correction.
  • Maintain and update the master inventory database and records system using MSP Form 195s, MSP Form 119s for acquisitions, transfers, and disposals.
  • Reconcile the master inventory database with annual inventory records submitted by barracks/locations and issue exception reports to resolve discrepancies.
  • Instruct and/or train MSP Accountable Officers regarding proper handling and procedures for documenting the physical annual capital equipment inventory.
  • Receive capital equipment and complete master database and FMIS entries; compare packing slips with purchase orders and review packing slips to ensure completeness and accuracy.
  • Resolve any discrepancies, barcode, and package capital equipment after verification of accurate shipment.
  • Notify the requester to pick up capital equipment and ensure the requisition is signed by the receiving party.
  • Maintain records related to receipt, issuance, and control of capital equipment; catalog and maintain electronic copies of all requisitions, invoices, and packing slips for all purchase orders and credit card orders.
  • Assist the Department Property Officer/Command Staff to update and prepare all required reports to administer the inventory program and perform any other duties as assigned.
  • Attend all mandatory training and seminars required to perform essential job functions.
Alternate Department Property Officer Duties
  • Initiate and implement internal inventory control procedures and make recommendations for improvements.
  • Coordinate and initiate action to conduct physical inventories of capital equipment.
  • Maintain inventory records for fixed assets.
  • Receive and assess Excess Property Declarations from the Property Unit; determine whether the excess property is needed by the Department, verify accuracy of the declaration, and forward declarations when property is no longer needed.
  • Report missing and stolen property in accordance with DGS policies and procedures.
  • Reconcile physical inventories to inventory records and reconcile inventory records to the control account.
  • Verify reconciliation of individual inventory records with physical counts by random sampling.
  • Certify completeness and accuracy of the Department’s physical inventories.
  • Ensure the completion of the Department’s Annual Inventory Report.
Qualifications
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Four years of experience in the disposal of surplus equipment, materials, and supplies.
  • Candidates may substitute up to 2 years of required experience with 30 credit hours of accredited college or university coursework.
  • Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in Supply and Logistics or related specialties on a year‑for‑year basis for the required experience.
Preferred Qualifications
  • Knowledge and/or experience with the State of Maryland Department of General Services and Maryland State Police policies and standards for collection of capital equipment property and inventories.
  • Experience at a large, high‑volume facility receiving, accounting for, and accurately recording capital equipment, including tracking the movement and reconciliation of inventory.
