POSITION SUMMARYScw’exmx Child and Family Services Society (SCFSS) is seeking an experienced, culturally grounded, and relational leader to serve as the Resource & Guardianship Manager.
Reporting to the Director of Delegated Services, this management‑level role provides operational leadership and oversight for guardianship services and caregiver (resource) supports, including foster, kinship, and customary care. The Resource & Guardianship Manager ensures services to children and youth in care, caregivers, and families are timely, coordinated, culturally grounded, and aligned with the Child, Family and Community Service Act (CFCSA), MCFD policy, and delegated authority requirements.
This role works closely with Team Leaders, the Quality Assurance Advisor, and internal partners to support legally sound, ethically informed, and culturally grounded guardianship and placement decision‑making. The Resource & Guardianship Manager contributes to SCFSS’s strategic shift from Protection to Prevention by strengthening placement stability, caregiver capacity, permanency planning, and integrated service delivery grounded in nłeʔkepmx and syilx values.
OVERVIEW OF DUTIES & RESPONSIBILITIES- Provide operational leadership and oversight for guardianship and resource (caregiver) services, including services to children and youth in care, placement stability, caregiver recruitment and support, and permanency planning.
- Ensure guardianship and resource practices align with CFCSA, MCFD guardianship and resource policy, delegated service agreements, and SCFSS strategic direction.
- Provide leadership, consultation, and direction to the Guardianship Team Leader and Resource Team Leader to support consistent supervision, safe caseloads, and practice standards.
- Support and oversee complex guardianship, placement, and permanency decision‑making, including appropriate escalation of high‑risk or system‑level issues.
- Oversee integration across guardianship, resource, intake, family services, and navigation to promote continuity of care and long‑term well‑being for children and youth in care.
- Collaborate with Prevention Managers and Prevention Team Leaders to support coordinated service planning and family‑centred supports aligned with SCFSS’s shift from protection to prevention.
- Monitor system pressures, placement capacity, and caregiver availability to prevent placement breakdowns and service gaps.
- Collaborate with the Quality Assurance Advisor to address compliance findings, strengthen documentation practices, and maintain delegation readiness.
- Foster respectful, accountable relationships with caregivers, Member Communities, Elders, and community partners to support culturally safe guardianship and placement practice.
- Contribute to operational planning, reporting, and continuous improvement initiatives in collaboration with senior leadership.
- Promote adherence to SCFSS policies, procedures, Occupational Health & Safety (OH&S), and emergency management requirements.
- Strong working knowledge of guardianship, children‑in‑care services, caregiver resource systems, and delegated authority practice.
- Sensitivity to the historical and ongoing impacts of colonization, residential schools, and child welfare systems on Indigenous children, youth, families, and caregivers.
- Demonstrated ability to lead teams working in complex, trauma‑exposed, and high‑risk environments.
- Strong leadership, communication, and problem‑solving skills to support ethical and defensible decision‑making.
- Ability to balance operational pressures while maintaining cultural safety, accountability, and staff well‑being.
- Must be able to obtain and maintain a clear Criminal Record Check and Ministry of Children and Family Development (MCFD) Prior Contact Check.
- Must possess and maintain a valid Class 5 BC Driver’s License and provide a current driver’s abstract.
