Overview
The Finance Department is seeking an Accounting Manager who will lead and oversee payroll, accounts payable, general ledger, reporting, and cash and investment functions. The incumbent will manage a team, ensure compliance with federal, state, and local laws, GAAP, GASB, and BARS, and support the department’s vision and goals. A CPA or CGFM is strongly preferred. The position is full‑time, benefits included, and not represented by a union.
Salary$11,296.00 – $13,754.00 per month, depending on experience.
General PurposeUnder the direction of the Finance Director or designee, plan, organize, and manage the operations of the Accounting Division. Oversee payroll, accounts payable, general ledger, capital assets, tax processing, procurement, daily cash flow, investment management, and ACFR preparation. Maintain and review accounting processes to ensure efficiency and compliance with applicable laws, regulations, and accounting standards.
Essential Duties and ResponsibilitiesManage the Accounting Division by planning, organizing, and directing workflow; provide motivation, leadership, mentoring, and training for the team.
Develop and report statistical performance measures.
Supervise employees: interview, hire, train, evaluate, address complaints, and recommend promotions or terminations.
Ensure compliance with financial and accounting policies; establish new or revised procedures as needed.
Identify process improvements and implement them.
Create a supportive work environment that encourages employee growth.
Support the development and maintenance of the Chart of Accounts.
Audit and balance all City financial transactions, ensuring timely and accurate record‑keeping in accordance with GAAP, GASB, and BARS.
Oversee payroll processing, reporting, and compliance with laws, union contracts, and city policy.
Manage daily cash flow and investment to ensure adequate funds and compliance with regulations.
Schedule year‑end closing and opening processes and prepare the ACFR and other financial statements.
Analyze and reconcile asset and liability accounts, payroll, and voucher checks; prepare and approve journal entries.
Maintain internal control procedures and assist with the annual State audit.
Prepare and monitor the Accounting Division’s annual budget.
Consult with the Finance Director on short and long‑range planning and projections.
Oversee Fire Relief and Pension Accounting and report to the board.
Perform all professional accounting duties and special projects as assigned.
Actively support the department’s and City’s vision, mission, and values.
