The primary function of this position is to provide paralegal support services to the staff attorneys and the Risk Manager representing the Monroe County Office of Risk Management. This position performs advanced clerical and administrative work in support of the Risk Management functions of the County Attorney’s Office, namely, operation of the County’s liability and property insurance program.

This position will further assist County Attorney personnel with Public Records functions, including preparation of the County’s responses to public records requests, subpoenas, and litigation discovery.

ESSENTIAL JOB FUNCTIONS
  • Assists the Risk Manager in preparing applications for the implementation and renewal of County insurance policies; coordinates with County departments to collect required information.
  • Maintains claim files in the Risk Management electronic database; receives incident reports, creates claim files, and ensures files remain current and complete throughout the claim lifecycle.
  • Assists the Risk Manager in maintaining accurate schedules of insured County assets, including real property, contents, and vehicles.
  • Drafts claim-related correspondence for Risk Manager review and signature, including contractor notices, settlement offers, and subrogation demands.
  • Assists the Risk Manager and County Attorney staff with processing payments for claim settlements, litigation judgments, subrogation matters, and Public Records service charges, as needed.
  • Prepares agenda items for Risk Management contracts and purchases for review and approval.
  • Processes invoices and supplier requisitions for insurance policies and Risk Management contracts; enters required information into the County enterprise system for review and approval.
  • Maintains claim files, insurance schedules, and related records using strong organizational skills while prioritizing multiple tasks and meeting deadlines.
  • Maintains the Risk Management calendar, including claim deadlines and insurance policy expirations.
  • Maintains inventory of office supplies and equipment for Risk Management and Public Records operations; places orders, verifies receipt, and retains supporting documentation.
  • Collects and distributes incoming and outgoing mail for the Risk Management Office.
  • Answers office phones and directs calls to appropriate staff.
  • Performs general administrative and clerical duties in support of Risk Management, Public Records, and County Attorney operations, as needed.
  • Demonstrates considerable knowledge of research tools used to access federal, state, county, municipal, common, and constitutional law applicable to local government.
  • Demonstrates considerable knowledge of applicable laws, ordinances, and regulatory codes.
  • Demonstrates considerable knowledge of the Florida court system and the Florida Rules of Civil Procedure.
  • Demonstrates working knowledge of electronic document software, including Adobe Acrobat, Microsoft Word, and Excel.
  • Applies analytical thinking and initiative to identify, evaluate, and resolve administrative and procedural issues.
  • Organizes and prioritizes multiple tasks and completes work within established deadlines with limited supervision.
  • Establishes and maintains effective working relationships with County staff, other departments, and external agencies.
  • Maintains strict confidentiality and security of sensitive and privileged information and responds appropriately to related matters.
  • Prepares and submits reports accurately and within established timelines.
  • Maintains working knowledge of the Monroe County Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations.
  • Responsible for ensuring others also adhere to these standards.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
