Position: Science/Engineering Program Manager 4/5

What You Will Do

Support integrated nuclear materials management, packaging, transportation, and disposition across the DOE/NNSA nuclear security enterprise. Coordinate between PF‑4 operations, TRU waste generator sites, and packaging/shipping organizations, ensuring safe, secure, efficient, and compliant movement of fissile, radioactive, and hazardous materials. Provide modernization of packaging systems, nuclear material accountability interfaces, and TRU waste certification and transportation infrastructure.

Shift Work

Position requires non‑normal business hours and 24/7 coverage, including nights and weekends on a rotating shift schedule.

Level 4 Responsibilities
  • Lead elements of PF‑4 nuclear materials logistics, TRU waste shipping, or WIPP campaign support activities.
  • Manage projects for packaging, characterization, certification, and shipment readiness.
  • Develop and maintain schedules, cost tracking, and milestone execution.
  • Coordinate between PF‑4 operations, TRU waste generator sites, and internal/external stakeholders.
  • Contribute to compliance with DOE Orders, NMC&A requirements, and DOT shipping regulations.
  • Participate in cross‑functional LANL and DOE/NNSA working groups.
Level 5 Responsibilities
  • Provide enterprise‑level leadership for PF‑4 nuclear materials logistics, TRU waste shipping, and WIPP disposition strategy.
  • Serve as Laboratory authority and primary interface for DOE/NNSA on nuclear materials movement strategy.
  • Own integrated portfolio strategy across PF‑4 operations, LANL waste streams, and WIPP shipping campaigns.
  • Establish and manage portfolio‑level baselines, priorities, and funding alignment ($25M–$50M+ annual scope).
  • Lead integration across PF‑4 operations, LANL nuclear material control organizations, DOE laboratories, and WIPP interfaces.
  • Drive modernization of nuclear materials accountability systems, packaging certification processes, and transportation infrastructure.
  • Resolve high‑impact operational, regulatory, and programmatic issues affecting PF‑4 material flows and TRU waste disposition.
Qualifications
  • Advanced knowledge of technical program/project management including scope, schedule, cost, risk, baseline development, and change control in nuclear or hazardous materials environments.
  • Excellent interpersonal, written, and verbal communication skills.
  • Demonstrated ability to manage competing priorities and deliver complex projects in regulated environments.
  • Knowledge of nuclear materials management, PF‑4‑related material movements, TRU waste characterization, packaging, transportation safety, and regulatory compliance frameworks.
  • Bachelor’s degree in a science or engineering related field with 12–15 years of directly related experience; advanced degree typically expected.
  • Q clearance (or eligibility to obtain one) required.
Desired Qualifications
  • Experience with external nuclear materials operations and facility material movement interfaces.
  • Experience supporting TRU waste shipping campaigns to WIPP or similar facilities.
  • Leadership in DOE/NNSA nuclear materials management or waste disposition programs.
  • Strategy development and execution at laboratory or enterprise levels.
  • Portfolio management experience ($25M–$50M+ annual scope).
  • Knowledge of packaging certification, transportation safety basis development, and waste acceptance criteria.
  • PMP certification and advanced degree preferred.
  • Active Q clearance and recognized subject matter expertise in nuclear materials systems.
