The Center for Health Care Rights is a Los Angeles-based nonprofit organization dedicated to assuring consumer access to quality health care through education, counseling, informal advocacy and legal services. The Center is the Health Insurance Counseling and Advocacy Program (HICAP) for Los Angeles City and County and is the primary source for Medicare beneficiaries to access free and unbiased Medicare education and information.

The Center’s direct services to Medicare beneficiaries empower consumers who are older adults and/or people with disabilities and their family members to use Medicare, Medi-Cal and other health benefits effectively, make informed health care choices, and take appropriate action to resolve their health care problems. All services are provided free of charge.

Program services include counseling and informal advocacy (to help clients understand their Medicare and Medi-Cal rights and benefits, obtain access toprograms that provide help with medical expenses, and help resolve access tocare problems within the Medicare and Medi-Cal programs); community education and outreach (via free educational seminars or health fairpresentations on Medicare, Medi-Cal, and other health care topics for Medicareconsumers, caregivers, and health and social service providers);

and legal assistance (with staff attorneys providing Medicare beneficiaries withlegal advice and/or representation to resolve serious Medicare and Medi-Calaccess to care problems or claim denials).


The Operations Coordinator reportsto and supports the Operations Director in maintaining the ongoing operational and administrative aspects of the organization including human resources,information technology, facilities, finance and development.


  • Provide help desk support for basic IT functions
  • Provide training in use of IT and administrative systems
  • Manage internal operational communications
  • Inventory and supply management
  • Maintain facilities and coordinate repairs
  • Assist in the development of policies and procedures
  • Assist in ensuring organization is compliant with regulations
  • File management including electronic and paper record maintenance and retention
  • Provide back-up support for organization phones and emails
  • Assess and evaluate potential projects as necessary
  • Work on special projects as assigned
  • Three or more years experience providing operational support or office management.
  • Experience in Human Resources and/or IT highly desirable.
  • Experience with Microsoft 365, including Teams, SharePoint, and Excel.
  • Excellent critical thinking and problem-solving skills.
  • A “no job too big, no task to small” attitude.
  • Able to adapt to changes in technology
  • Excellent written and verbal communication skills;
  • Strong organizational skills, detail orientation, and professionalism;
  • Interest in serving the needs of seniors and/or people with disabilities;
  • Experience with database systems preferred.

The annual salary for this salaried, exempt position is $58,240. Employer provides 100 percent paid premium health anddental benefits. The Center offers a voluntary and self-funded tax-deferred annuity program and supplemental insurance. Generous paid time off including paid holidays, vacation, and sick leave.


While performing the responsibilities of the job, the employee is required to exchange accurate information, detect/identify documents and the information contained in them, move between areas in and out of the office to complete their role. The employee may need to move various equipment including computer to their work location.


The expectation willbe that this position will work primarily in the agency’s office in the Westlake area. Parking is provided.
