Position: Unit Manager (Youth Services Unit Administrator)

Unit Manager (Youth Services Unit Administrator)

Location:

Indian River Juvenile Corrections Facility, Indian River Road, Massillon, OH. Salary: $32.35–$46.09 per hour. Full‑time.

Responsibilities
  • Ensure the safety and security of all youth and staff.
  • Administer, plan, and coordinate services for youth housing units, including unit plans, group living, safety, security, and idle time.
  • Coordinate services such as Behavioral Health Services, recreation, and maintenance.
  • Oversee unit schedules, ensuring timely execution of groups and structured activities; document interactions in the Juvenile Justice Case Management System (JJCMS).
  • Implement DYS policies, American Correctional Association (ACA) guidelines, Ohio Revised Code (ORC), Senate Bill 5 (SB5), Ohio Administrative Code (OAC), and comply with the Prison Rape Elimination Act (PREA).
  • Supervise assigned staff, provide guidance, and recognize unethical behavior; manage group dynamics and respond to security threats.
  • Act as Incident Commander during Critical Incident Management (CIM) situations and monitor related JJCMS incidents.
  • Provide quality assurance for unit plans and programming; ensure compliance with QA indicators and implement corrective action when necessary.
  • Monitor Use of Force and Separation incidents, conduct Safe to Release Assessments, and check youth in AOV separation.
  • Recommend housing unit policies, procedures, and new programs in compliance with Performance based Standards (PbS), Ohio Standards, and ACA.
Qualifications

42 months of training or experience in youth programming services in a secured environment and/or treatment facility for counseling and motivating troubled youth and/or behaviorally challenged clientele, OR

Completion of an undergraduate core program in behavioral science (e.g., psychology, sociology, social work, rehabilitation, criminal justice, juvenile justice) AND 18 months of experience in a secured environment or treatment facility related to youth programming services AND/or behaviorally challenged clientele, OR

Equivalent to the minimum class qualifications for employment described above.

Supplemental Information

Background Check Notice: The selected candidate will undergo a criminal background check and pre‑employment drug screening. Criminal convictions are not necessarily disqualifying; each application is evaluated individually.

Pre‑Service Training: All final candidates are required to attend three weeks of mandatory paid training at the Correctional Training Academy in Orient, Ohio, covering lodging, transportation (if needed), and meals. Training occurs Monday through Thursday, 7 AM to 5 PM, with Fridays, Saturdays, and Sundays off.

DYS is a qualifying employer for the federal Public Service Loan Forgiveness (PSLF) program.
