Program Management Senior Tech Lead - I&CM BTO; Hybrid - in Office VA or NY

The Product and Program Manager will join the I&CM Business Technology Office's Strategic Initiatives and Transformations team. This position offers a chance to influence critical business functions and drive technological advancements within Freddie Mac's I&CM division. This is an individual contributor role involved in evolution of model and analytics delivery within an I&CM and enterprise center of excellence function.

• Freddie Mac aims to provide liquidity, stability, and affordability to the U.S. housing market. We help lenders, communities, and families understand sustainable home ownership.
• The I&CM division handles liquidity, financing, credit risk transfer, and hedging transactions, and manages Freddie Mac's portfolios of loans, securities, and derivatives.
• The I&CM Business Technology Office (BTO) is responsible for applications supporting pre-trade and post-trade data and analytics, what-if-scenario-analysis, transactions, operations cash and liquidity management; financial, risk management, and regulatory reporting.

• Leverage subject matter expertise in the advanced principles, theories, and concepts of models, analytics, software, data, and risk governance and control frameworks to lead innovation and transformation program of process and workflow re‑engineering, including controls and risk mitigation strategies.
• Collaborate with Modeling, Trading, Portfolio Management, Finance and Capital coverage, Data Services, Pricing and Analytics Technology, and first-, second-, and third-line Risk, Governance and Control functions to support integrated and purpose driven model analytics platform and services, policies and standards, processes and procedures.
• Significant self‑direction to devise and execution program solution based on program objectives with accountability to I&CM management team.
• Balance contributing to existing model analytics delivery, risk management and control processes with transformation and remediation program – informing innovation aspects of their mandate with the culture and practical priorities of I&CM and enterprise functions.
• High degree of integrity, value transparency of information.
• Perform model, data, or workflow deep dive analysis to provide detailed root‑cause and solution recommendations for point points model analytics frameworks.
• Work with product and program managers, product owners and business stakeholders to support integration and coordination of cross‑functional deliverables.
• Build and maintain positive relationships with business stakeholders, technology partners, managing resource competition or constraints through transparency to all affected parties.
• Communicate program updates to users and senior management effectively.
• Support technology risk and control processes, contributor to audit and regulatory engagement and remediation, as needed.
• Develop sustainable operating models between business functions and technology.

• 10+ years in Financial Services technology; 5+ years in the mortgage market preferred.
• Proven success leading and implementing a broad range of strategic and tactical initiatives.
• Excellent presentation, written, and oral communication skills.
• Willingness to travel.
• College degree or equivalent experience; advanced degree preferred.
• Subject Matter Expertise in quantitative, analytic, product management and program management skills.
• Experience developing and supporting model and analytics for mortgage markets, required.
• Experience supporting position management and retained portfolios required, support of trade capture, settlement and delivery is preferred.
• Experience in workflow/process re‑engineering, technology re‑platforming and/or organization overhauls, including rationalizing of human and technology resources.
