Role DescriptionThis is a full-time, on-site role located in Medford, OR, for a Human Resources Manager. The HR Manager serves as a key operational and strategic partner within the Human Resources function, supporting a trauma-informed, values-driven organization. This role is responsible for overseeing core HR operations and ensuring compliance with employment laws, licensing, and regulatory requirements, while providing day-to-day guidance and coaching to managers on employee relations matters.
The HR Manager exercises sound judgment and discretion in areas including performance management, progressive discipline, leave administration, and separation processes, and plays a central role in maintaining accurate HR records, clinician credentialing, and risk management activities. This position collaborates closely with leadership, payroll, safety, and clinical operations to ensure timely reporting, audit readiness, and operational efficiency.
Working under the direction of the HR Director, the HR Manager functions with a high degree of independence, balancing compliance, consistency, and compassion while supporting organizational effectiveness and a healthy workplace culture.

- Performs all work in accordance with established policies, procedures, and safety standards to support a safe workplace and minimize organizational risk.
- Serves as a functional expert in the organization’s HRIS (UKG Ready), ensuring accurate employee data, timely workflow execution, and alignment between HR, payroll, and compliance requirements. Partners with the HR Director and Payroll to support reporting, audits, and continuous process improvement; develops system proficiency as needed.
- Provides day-to-day guidance and consultation to managers and supervisors on employee relations matters, including performance management, progressive discipline, corrective action, and separations. Ensures consistency with organizational policies and applicable employment laws; escalates complex, sensitive, or high-risk matters to the HR Director as appropriate.
- Serves as a resource to employees and supervisors regarding the interpretation and application of HR policies, procedures, and practices.
- Provides oversight and quality review of HR processes related to employee lifecycle actions (e.g., hiring, transfers, and separations) to ensure compliance with organizational standards and employment regulations. Partners with the HR Assistant on process improvement and accuracy, as needed.
- Manages, maintains, and audits employee records in accordance with federal, state, licensing, and organizational requirements, including documentation related to performance management, corrective action, and separation. Serves as the subject matter expert on personnel recordkeeping standards and audit readiness.
- Oversees 90-day and annual performance management processes, including Performance Improvement Plans (PIPs). Reviews documentation as needed and coaches managers on effective documentation practices and the delivery of difficult or high-impact conversations.
- Coordinates HR records, documentation, and reporting with payroll and safety functions related to workers’ compensation, leave administration (FMLA/OFLA), ADA accommodations, and OSHA requirements. Provides consultation to managers and employees and serves as a subject matter expert on applicable federal and state regulations.
