Systems Analyst, Technical Support

Overview
This is technical, specialized work providing support and maintenance to City of Miami applications that support business operations. The incumbent works with IT and operational teams (internal and external) to plan and coordinate the configuration, development, and deployment of all assigned applications. The role requires project management, communication, organization, and independent problem‑solving skills. General supervision is received from a higher‑level administrator.
- Evaluate, install, configure, and deploy new applications, systems software, and enhancements to existing applications throughout the enterprise.
- Manage, maintain, and update all users, roles, and security settings.
- Coordinate studies, pilots, tests, and demonstrations for software and system products under consideration for purchase and provide recommendations based on findings.
- Liaise with City’s software suppliers for prompt rectification of issues or emergencies.
- Provide application support for Enterprise software solutions involving multiple departments.
- Serve as contact/liaison for functional users, vendors, and IT technical teams.
- Maintain multiple on‑premise and cloud‑based applications, including SaaS, IaaS, PaaS, and BaaS services.
- Identify and develop “power users” within departments to resolve routine functional and training issues.
- Develop and maintain up‑to‑date technical systems policies, procedures, and documentation.
- Monitor implemented systems to assure attainment of management goals and objectives.
- Schedule and ensure all changes receive Change Advisory Board (CAB) approval before execution.
- Prepare and maintain quality assurance policies, program logic, documentation, and process diagrams for releases.
- Supervise implementation and testing of newly developed and existing processes or applications.
- Track and report on system issues and work orders, ensuring timely resolution.
- Identify and resolve system and organizational difficulties hindering objectives.
- Develop and communicate training, documentation, and FAQs for support staff and end users.
- Secure clear possession of problem identification, impact analysis, and solutions.
- Evaluate problems and recommend solutions and workarounds.
- Assist with implementation activities such as project meetings, deliverable reviews, system testing, and user training.
- Maintain inventory of all software/applications and hardware.
- Provide budgetary recommendations and manage project budgets when appropriate.
- Perform other related work as required.
- Bachelor’s degree in Management Information Systems, Computer Science, Computer Systems Design, Business Administration, Public Administration, or a closely related field, and four (4) years of experience managing applications and/or systems management.

- Equivalent combination of education and experience beyond a high school diploma and six (6) months of the required experience.
Veterans Preference is awarded in accordance with Florida State Statute 295.07. Selection preference within the same ranking band will be granted in the following order:
1) Preference‑eligible veterans
2) Active City of Miami employees
3) City of Miami residents
4) All others.
Selection preference for City residents is granted over non‑City of Miami residents within the same ranking band when any two of the following documents are submitted: utility bill, Florida driver license or state‑issued , property tax statement, lease agreement, homestead exemption, motor vehicle registration, official school records, or W‑2/1099 tax form.
