What You Will Do:The 6 Pillars of Your Role
This position offers incredible variety. You will touch every stage of the infrastructure lifecycle, from the first permit application to the final field inspection.
1. Project Management:
Lead Public Improvements
- Reviewing comprehensive plans for code compliance.
- Scheduling and leading pre-construction meetings.
- Acting as the primary liaison between contractors and our office engineering staff.
- Coordinating the final as-built records to ensure our data is accurate.
2. Construction Inspections:
Boots on the Ground
- Inspect public improvements on private developments and City Capital Improvement Projects.
- Verify contract and permit compliance in real-time.
- Prepare field observation reports and provide technical backup to other inspectors.
- Perform erosion control inspections as a CESCL-certified inspector.
3. Permit Processing & Compliance:
Keep the City Moving
- Process Right-of-Way and Franchise Utility permits.
- Master the City’s Permit Portal (Accela) to track and administer applications.
- Assist with Site Reviews, Infrastructure Reviews, and System Development Charge (SDC) calculations.
4. Private Development Assistance:
Collaborate on Growth
- Attend development review team meetings and pre-application conferences.
- Write "Findings and Conditions of Approval" for Land Use Applications.
- Review and approve Traffic Impact Studies to ensure safe circulation.
- Assist in setting up Development Agreements and escrow accounts.
5. Technical Design & Research:
The Engineering Toolbox
- Utilize CAD and GIS to create maps, graphs, drawings, and as-built records.
- Conduct field and office research to prepare cost estimates and engineering reports.
- Update utility maps and maintain vital files on private utility infrastructure.
6. Public Interaction:
The Face of Engineering
- Manage counter hours and respond to email inquiries regarding codes, policies, and construction standards.
- Troubleshoot public complaints regarding construction requirements.
- Provide clarity on tax lot numbers, public facility locations, and construction restrictions.
- Education:
An Associate’s Degree in Civil Engineering, Construction Management, or a related field (or an additional 2 years of experience in lieu of a degree). - Experience:
At least 2 years of experience in civil engineering practices, permitting, GIS, drafting, or construction inspection. - Tech Savvy:
Familiarity with AutoCAD, ArcGIS, and permit-tracking software (like Accela). - Certifications:
A valid driver’s license is required. You must also be ready to obtain Traffic Control and CESCL certifications within your first six months.
- A solid grasp of civil engineering principles and construction material testing.
- The ability to communicate complex codes and standards clearly to the public.
- A "safety-first" mindset and the ability to manage multiple tight deadlines without breaking a sweat.
We are looking for the right fit for our team. While this is a journey-level position,
we are open to hiring an Engineering Technician I level for a candidate who demonstrates strong potential but may not yet meet all Level II qualifications.
