Overview
The Education Programs Division of the Agency of Education (AOE) is seeking an enthusiastic and mission-driven Education Programs Manager to ensure AOE is in compliance with federal and state requirements related to the state’s Career Technical Education (CTE) programs. AOE strives to create a workplace environment that fosters fairness, equity, and inclusion where everyone is valued and respected. The CTE MOA State Manager provides leadership representing the AOE in the field, with groups, and with other governmental departments and agencies.
This position will play a critical role in working with Vermont’s 17 regional CTE centers and their directors to ensure programs are in compliance with Title IX of the Education Amendments, Section 504 of the Rehabilitation Act, Title II of the Americans with Disabilities Act, Title VI of the Civil Rights Act, and the U.S. Department of Education Guidelines for Vocational Education Programs.
This position is expected to lead all MOA efforts. The individual must have a demonstrated ability to complete work through independent problem-solving, data-based decision-making, and mastery of relevant communication and time and project management skills. The individual must be able to communicate and facilitate productive conversations between CTE centers, post-secondary institutions, Local Education Agencies (LEA), the Agency, and other relevant state or federal entities.
The successful candidate must be able to effectively monitor changes in regulation or best practices to inform their work and educate the field. This position will manage several grant programs which include strict requirements by the U.S. Department of Education’s Office for Civil Rights and Office for Career Technical and Adult Education. The position must be able to effectively interpret data, sometimes complex, to identify and address gaps in performance and compliance.
Major responsibilities include:
- CTE team lead for legally required CTE MOA program coordination to ensure compliance with federal requirements.
- Developing and maintaining processes for identifying Perkins grant recipients and state approved CTE providers for periodic comprehensive reviews.
- Conducting on-site comprehensive review for at least two programs each school year and memorialize monitoring findings in Letters of Findings/monitoring reports for submission to the programs that are monitored and to appropriate federal agencies.
- Review and approve Voluntary Compliance Plans for progress and completion and prepare and submit biennial reports to appropriate federal agencies.
- Develop and share technical assistance resources with Perkins grant recipients to ensure they comply with relevant laws and guidelines.
- Work with the internal AOE grant management team to annually review and update all CTE state and federal grant applications.
- Design and coordinate grant reviews and approval process for approximately $6 million in grant funds.
- Attend relevant national and state meetings, events, and professional development opportunities.

Environmental FactorsNormal office working conditions generally prevail. Incumbent must be able to interact, work, and deal with Department staff, educators, state, federal, and local officials, and the general public. Evening and weekend work may be required. Considerable travel is necessary for which private means of transportation must be available.
Minimum QualificationsMaster's degree in education, public administration, or related field AND five (5) years or more of experience in education or human services, INCLUDING one (1) year or more with planning, policy, program administration or a program evaluation role AND two (2) years or more of supervisory experience.
