With a staff of more than 6,000 and a budget of $1.6 billion, the new york city department of health and mental hygiene is the nation's premier local health agency.  Its 100-plus programs protect and promote the health of the world's most culturally and linguistically diverse city.  The department is seeking to hire an exceptional procurement professional, one who is highly motivated and detail oriented, to serve as deputy agency contracting officer.  The successful candidate will have worked in a fast paced, complex agency and have extensive experience in managing new york city procurements, and in reviewing and approving procurements on behalf of the acco. The deputy acco will direct a staff of managerial, professional and administrative employees, and will managed the workflow of multiple units in the acco's office.  It is anticipated that at the time of appointment, the selected candidate will be responsible for managing the purchasing and competitive procurement units in the bureau of the acco, and will be expected to closely coordinate with all units in the acco's office, as well as with key staff throughout the agency.

Duties will include but not be limited to:

• manage the competitive (contract) procurement unit. Collaborate with programs to select the appropriate procurement method. Ensure that all competitive procurement documents are well-written, accurate, comprehensive, reviewed in detail, and ready for review by the acco or senior dacco, and for relevant oversight agencies and programs.

• effectively implement performance-based contracting metrics into competitive procurements and contract scopes, including providing appropriate guidance to programs and acco staff during the solicitation development and contract scope writing stages.

• manage the purchasing unit. Ensure efficient processing of purchasing requisitions, and timely distribution of accurate and complete purchase orders.

• troubleshoot and resolve problems, manage expedited actions.

• ensure that bureau, division and agency goals involving requisition processing time and transparency are met. Actively participate in the development and redevelopment of bureau policies and procedures, with emphasis on changes to policies and procedures that directly affect purchasing. Oversee the administration of the agency's p-card program. Manage the integration of internal and external technologies used for processing actions.

• coordinate and collaborate with all stakeholders in the procurement and contract registration processes.

• utilize the automated procurement tracking (apt) system, dmss, fms, passport, sbs's mwbe directory, and various internal systems for managing procurements and contracts. Review and approve actions on behalf of the acco.

• participate in the development, implementation, and integration of new city procurement and contract management systems, such as passport.

• anticipate the procurement and contracting needs of the agency, and develop and implement work plans to meet these needs.

• manage procurements to achieve timely contract registration.

• provide technical advice and quality assurance to staff to ensure that work is performed correctly, and develop and implement procedures for the efficient administrative of contract, procurement and purchasing activities.

• assist the acco and senior dacco to ensure the integrity of the procurement process; advise on decisions concerning the award, administration, renewal or termination of pos, contracts, or procurements.

• advise and train agency staff on appropriate procurement methodology and applicability of local procurement law.

• keep abreast of changes in procurement rules and practices, and effectively implement these changes in the agency.

• represent the acco in key meetings with senior internal and external officials and in contract negotiations with vendors.

Minimum qualification requirements

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

Please note: new york city residency is generally required within 90 days of appointment. However, city employees in certain titles who have worked for the city for 2 continuous years may also be eligible to reside in nassau, suffolk, putnam, westchester, rockland, or orange county. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
