Position: Transportation Engineer 2 (Engineering) (Cost Estimating Section)

Transportation Engineer 2 (Engineering) – Department of Transportation (Use the "Apply for this Job" box below). Project Controls Unit, Cost Estimating section, Headquarters, Newington, CT.

The Role

The primary responsibility is administering and maintaining the AASHTOWare Project (AWP) software suite, including the cost estimating module, and supporting its use across the agency.

Responsibilities
  • Assist with user account management, new module implementation, and enhancement coordination for AWP
  • Develop training guides and videos, and design reports in AWP and PowerBI
  • Assist with the 2027 implementation of AWP’s Asset Tracker module
  • Prepare engineer’s estimates for smaller capital projects immediately prior to bidding
  • Evaluate contractor bids, compile post‑bid analysis, and verify bids are fair and reasonable
  • Use AWP to review design estimates and build engineer’s estimates, considering scope, recent bid data, commodity pricing, schedule, and complexity
Minimum Qualifications
  • Bachelor’s degree in engineering
  • Two (2) years of professional transportation engineering or transportation construction engineering experience
  • For state employees: at least one (1) year of experience at the level of Transportation Engineer 1 (Engineering) or Construction Engineering
Substitutions Allowed
  • Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners may substitute for the bachelor’s degree
  • Engineer‑In‑Training (EIT) licensure may substitute for the bachelor’s degree
  • A Master’s degree may substitute for one (1) year of general experience
Preferred Qualifications
  • Experience with AASHTOWare Project and tailoring the software to specific needs
  • Experience in data management, relational databases, and data analytics methods
  • Strong interpersonal, written, and oral communication skills
  • Ability to analyze problems, recommend solutions, and work independently
  • Experience presenting complex information to diverse audiences, including officials and stakeholders
  • Experience writing technical reports, especially with PowerBI
  • Experience with Microsoft Office 365, Power BI, and related software
  • Engineer‑In‑Training (EIT) and/or Professional Engineer (P.E.) license
Knowledge, Skill and Ability
  • Knowledge of transportation engineering disciplines such as bridge design, foundations, highway design, drainage, hydraulics, and pavement design
  • Proficiency with computer‑aided design and drafting (CADD) applications
  • Technical ability to prepare engineering and administrative reports
  • Interpersonal and communication skills
  • Analytical ability to evaluate engineering, highway, structural, pavement design, hydraulic and traffic problems
  • Capability to perform complex mathematical calculations and interpret plans and specifications
