Senior Contracts Manager – Navy Systems
We are seeking a Senior Contracts Manager to join our Navy Systems team based in York, PA. The role involves overall contract management stewardship across the entirety of programs within a growing, fast‑paced environment.
Location: York, PA (not a remote or work from home position).
Salary Range: $120,000 - $180,000 base plus significant bonus incentive (negotiable based on experience).
Benefits: Eligible for benefits on the first day of employment.
Paid Time Off: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total).
Travel Required: Limited travel; most work will be based out of our York location.
Responsibilities- Review and provide feedback on customer RFIs, draft RFPs, and RFPs; guide the program on the implications of contract terms and conditions and propose recommended exceptions.
- Review and approve contractual documents to protect the company's contractual/risk posture, satisfy contractual requirements, and adhere to company policies, requiring keen attention to detail.
- Partner closely with Program Managers, Proposal Manager, and Pricing & Estimating (P&E) to develop and implement proposal strategies.
- Act as liaison with Legal counsel on contractual matters.
- Plan and execute successful contract negotiations, achieving targeted profit rates and favorable terms to meet profit and cash goals.
- Lead contract administration and customer contact activities to ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
- Ensure compliance with all contractual requirements, interpret contract requirements for program and functional leadership, draft formal correspondence, coordinate deliverable submittals with all stakeholders, and review and execute contract modifications.
- Maintain regular and proactive interface and effective collaboration with program, technical, and operations organizations to provide guidance based on contractual and compliance requirements.
- Demonstrate commitment and energy to meet customer needs, providing concise and effective communication through presentations, written documentation, or email for different levels of management.
- Meet and engage with customers and stakeholders to establish relationships, understand requirements, forecasts, and funding, and communicate accomplishments or issues.
- Ensure contract compliance with FAR, DFAR, and other DoD agency regulations.
- Work closely with and actively engage with Navy and Shipyard customers.
- Establish and clearly communicate program and contract area department vision, including delivery methodologies, processes, program structure, quality, and operation within Government defined standards.
- Lead and participate in contract negotiation and changes; coordinate preparation of proposals, business plans, operating budgets, and financial terms/conditions.
- Identify and assess program risks and issues, and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives.
- Interact with senior management and others concerning matters of significance to the company.
- 8+ years’ experience in contracts management roles or related experience.
- Experience working in a Department of Defense (DoD) contracting environment, preferably supporting the U.S. Navy.
- Knowledge of Federal laws, regulations, terms, conditions, and policies affecting government contracts, including FAR, DFARS, and other agency regulations.
- Experience working with internal and external stakeholders to achieve contract objectives.
- Solid proposal development and negotiation skills with the ability to build strong customer relationships.
- Knowledge and proficiency using Microsoft Office Suite.
- Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with leadership, peers, indirect staff, and customers.
- Possesses strong critical thinking skills to enable sound business judgment.
- Experience working with contracts related to manufacturing and/or production.
