Position

Entry‑level Municipal Finance Analyst – the role offers a $2,500 signing bonus for eligible candidates and is mostly remote, with occasional onsite attendance including monthly staff meetings.

You will review and evaluate municipal debt requests, including short‑ and long‑term borrowing, bond issuances, lines of credit, and emergency loans, ensuring statutory compliance and assessing municipalities’ ability to repay.

Key responsibilities:

• Review municipal debt requests for statutory compliance and financial soundness.
• Evaluate borrowing proposals including bonds, credit lines, and special financing mechanisms.
• Analyze audited financial statements, trends, and overall fiscal outlook to assess repayment ability.
• Review municipal Deficit Elimination Plans for realism, achievability, and compliance.
• Provide guidance to municipalities on best financial practices and sustainable corrective actions.
• Strengthen the State of Michigan’s creditworthiness and help ensure stable local government operations.

Education:

Bachelor’s degree with at least 24 semester (36 term) credits in accounting. Substitutions for education or experience are permitted as detailed below.

Experience:

Basic level does not require specific prior experience. Audit experience levels: 1 year for Auditor 10, 2 years (including one year equivalent to Auditor 10) for Auditor P11.

• Possession of a bachelor’s degree with at least 24 semester (36 term) credits in finance, economics, information systems, business analytics, data analytics, statistics, quantitative methods, data science, or management may substitute for the education requirement.
• Certified Internal Auditor or Certified Information System Auditor certifications may substitute for one year of experience at the P11 level for internal auditing positions.
• Certified Management Accountant certification may substitute for six months of experience at the P11 level.
• Certified Public Accountant certification may substitute for one year of Auditor experience.

Work must be performed in the state of Michigan. Applicants residing outside Michigan must relocate prior to appointment. Remote work is permitted with a suitable workspace, secure internet access, and occasional onsite meetings.
