This role provides on-site Local TSM Administrator support for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Program Office at the Austal USA shipyard in Mobile, Alabama. The TSM Administrator manages ship-construction deficiency records in the Government's Technical Support Management (TSM) system, supports trial events (dock trials, builder's trials, acceptance trials), maintains the deployable ETC database, and supports trial card screening sessions and trial card report development.
The position is responsible for maintaining individual Security+ certification and ensuring all supporting equipment complies with Authorization to Operate (ATO) rules and regulations.
- Serve as the Local TSM Administrator for the OPC Program Office, managing deficiency records throughout ship construction, trials, and delivery
- Maintain configuration control of the TSM system in coordination with Navy partners
- Support trial events — dock trials, builder's trials, acceptance trials — including the deployable ETC database and trial card screening sessions
- Develop trial card reports and provide configuration control of associated documentation
- Maintain Security+ certification in accordance with the recertification requirements of the certifying authority
- Ensure all equipment required to support trials is compliant with Authorization to Operate (ATO) rules and regulations
- Coordinate with Navy and USCG technical staff during TSM software upgrades and system testing
- Track and report deficiency record status, trends, and resolution timelines to the Project Manager and COR
- Attend program meetings related to TSM activities; prepare status briefings and reports
- Performs other related duties as assigned
- Active Secret-level security clearance required
- Bachelor's Degree from an accredited institution; OR a minimum of six (6) years of relevant experience may substitute for the bachelor's degree
- At least six (6) years of relevant experience
- Active CompTIA Security+ certification — required (must be maintained throughout the period of performance)
- Proficient in the use of the Government TSM system and the ETC tool
- Expertise in the Microsoft Office suite (Word, Excel, PowerPoint, Outlook)
- Knowledge of ship construction deficiency records management processes
- Ability to read, write, speak, and understand English; strong written and verbal communication skills
- Prior experience as a TSM administrator on a Navy or USCG shipbuilding program
- Experience supporting acceptance trials, builder's trials, or sea trials
- Familiarity with USCG OPC, NSC, or similar acquisition programs
- Additional DoD 8570 / 8140 IAT certifications
- Experience with Authorization to Operate (ATO) / Risk Management Framework (RMF) processes
- U.S. citizenship required
- Must obtain a DHS Common Access Card (CAC)
- Must execute DHS Non-Disclosure Agreement (DHS Form 11000-6) as a condition of employment
- Position requires moderate walking and movement through an active shipyard and OPCs under construction
- Work is performed on-site at the OPC Program Office in Mobile, AL
- Physical demands:
While performing the duties of job, employee is required to stand; walk; sit; use hands to fingers, handle or feel objects; reach with hands and arms; talk and hear; type/use computer and phone. Prolonged Sedentary work that primarily involves sitting/standing. Light work that includes moving objects up to 40 pounds. - Non-Physical demands:
Frequently requires performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires time pressures, emergency situations, and frequent change of tasks. Rarely requires irregular schedule/overtime and noisy/distracting environment. - Work environment:
Generally, an office-type position. The noise level in the work environment is usually quiet in office settings and moderate in other situations. This is primarily a work-from-home position, with some travel to Corporate Office area as needed. Requires eligibility to work in the US and may require a background investigation or security clearance.
