Location :
Redmond, with frequent travel throughout East King County to Hopelink or partner worksites.

Work schedule :
Full Time, 40 hours per week, Hybrid: some in-person and some remote work from home opportunities. Approximately 80% in-person and 20% remote, depending on business need.

Hopelink programs work in tandem to fill gaps, supporting each family or individual’s unique needs. These include food, energy, and financial assistance, housing with case management, mobility management, non-emergency medical transportation (NEMT), Dial-a-Ride Transit (DART), English for work, family development, and financial capabilities.

The Senior Manager – Housing Portfolio is responsible for the comprehensive management of a portfolio of properties, including emergency shelters, transitional housing, and non-time-limited housing. These properties primarily serve families and are funded through a combination of Portfolio Low-Income Housing Tax Credits (LIHTC), Washington State Housing Finance Commission (WSHFC), Housing Trust Fund (HTF), King County HOME, and King County Housing Authority (KCHA) project-based subsidies.

This role requires close collaboration with the Services Team to ensure that residents maintain stable housing and that all regulatory and funding requirements are fully complied with. This position will report to the Director of Housing and Case Management.

What qualities we are looking for:
  • Minimum 3 years of experience in property management, preferably in affordable or supportive housing.
  • Strong knowledge of LIHTC, WSHFC, HTF, King County HOME, and KCHA project-based subsidy compliance.
  • Experience working with families experiencing homelessness, housing instability, or other barriers.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to work collaboratively with cross-functional teams and external partners.
  • Proficiency in property management software, such as Yardi and Rent Readi, and Microsoft Office Suite.
  • Ability travel between Hopelink sites within the region: must have a plan for reliable transportation to travel in a timely manner to another Hopelink site during the workday, OR a personal vehicle (mileage reimbursed), and valid driver’s license and proof of personal auto liability insurance.
  • Bilingual or multilingual skills is a plus.
  • Experience with trauma-informed care, understanding of housing-first models is preferred.
  • Certification in property management (e.g., CAM, ARM, CPM, or equivalent) is a plus.

Property Management & Operations
  • Oversee day-to-day operations of assigned properties, ensuring they are safe, clean, and well-maintained.
  • Coordinate and track maintenance, repairs, and capital improvements with vendors and contractors.
  • Work with Housing and Facilities teams to conduct regular property inspections and ensure timely resolution of maintenance issues.
  • Maintain accurate records of property conditions, work orders, and vendor performance.
  • Supervise Intake Case Manager.
Resident Relations & Services Collaboration
  • Work closely with the Services Team to support residents in achieving housing stability and addressing barriers to long-term housing success.
  • Respond to resident concerns and complaints with professionalism and empathy.
  • Facilitate move-ins, move-outs, and unit turnovers in coordination with facilities and services staff.
