Overview
As the Director of Information and Communication Technology with the City of Royal Oak, you will oversee all aspects of the city’s IT infrastructure, ensuring security, reliability, and strategic alignment with business goals. The Director serves as a member of the City’s leadership team and reports directly to the City Manager. You will lead a team of IT professionals, set the technology vision, and implement policies and procedures to safeguard digital assets.
You will also evaluate and implement new technologies to enhance competitive edge and operational efficiency.
- Direct the development and implementation of a comprehensive organizational technology strategy that aligns with the city’s business needs and strategic direction.
- Supervise and direct a team of IT professionals.
- Assess and leverage emerging technologies to enhance operational efficiency and foster a culture of innovation in a time of increased remote work and artificial intelligence capabilities.
- Direct organizational efforts to optimize operations, reduce turnaround times, streamline workflows, and drive innovation initiatives aimed at improving productivity, efficiency, and enhancing city staff and public experiences.
- Establish and enforce policy, procedures, and best practices to ensure the protection of the City’s information technology assets and the integrity, security, and privacy of information entrusted to or maintained by the City.
- Assess and analyze changing requirements of users and develop effective and feasible ways to satisfy user requirements.
- Direct efforts to safeguard the city’s data integrity, networks, and systems from internal and external threats. Ensure compliance with State of Michigan and Federal security laws and regulations.
- Prepare long- and short-range planning and needs assessment for the improvement of the management information and related systems; consult with user departments to assess long term equipment and software needs; develop plans and recommendations.
- Direct the development and administration of the department’s annual budget, which includes coordinating with other city departments to properly assess their technological needs and required funding.
- Establish and maintain strategic relationships with city officials, department leaders, vendors, and coworkers.
- Provide strategic leadership and direction to a team of IT professionals; establish priorities, oversee performance, and ensure departmental and organizational goals are being met.
- Bachelor’s degree from a recognized college or university with specialization in Public or Business Administration, Computer Science, or related field.
- A minimum of five (5) years experience in data processing, including design, programming, and operation.
- Demonstrable experience in supervising a team of IT professionals.
- At least one (1) year experience working with database technologies.
- Full technical knowledge of the latest principles and practices of the data processing field with the ability to direct the installation and development of municipal applications and systems.
- Ability to analyze the organization and functions of municipal government as well as modern office administration and procedures.
- Strong leadership abilities, including the capacity to inspire, motivate, and guide a team towards achieving departmental goals.
- Initiative and resourcefulness in directing the work to assure maximum utilization of equipment and personnel.
- Adaptability:
Flexibility to adapt to changing environments, priorities, and challenges while maintaining a high level of performance. - Understanding of applicable Michigan, Federal and international laws, regulations, and industry standards that impact the department’s operations.

Ability to plan, execute, and oversee projects effectively, ensuring timely completion and desired outcomes. - Ability to assemble data and utilize application programs for accurate records and reports.
- Understanding of budgeting, financial management, and resource allocation to ensure the department operates efficiently and within budget constraints.
- Ability to build and maintain positive relationships with city staff, vendors, city officials and the public.
- Ability to analyze and resolve complex hardware and software problems.
- Proficiency in rapidly adapting to the city’s diverse range of existing technological systems and acquiring expertise in emerging technologies.
- Ability to organize and supervise the work of subordinate employees.
- Ability to communicate effectively verbally and in writing.
- Ability to maintain a flexible work schedule based in order to respond to IT related emergencies.
